About this file
This file is a Questions and Answers document addressing clarifications for the WRCTC Audio-Video Solution solicitation (FY25-0012388591) issued by the Department of the Army National Guard. The Q&A contains 71 questions and answers that clarify technical specifications, equipment integration requirements, and design flexibility for a multi-zone classroom audio-video system at Camp Murray, Washington.
Key technical clarifications include: projector replacement is required with native 4K capability (throw distance approximately 14 feet); existing projection screens (front screens 86"H x 139"W; rear screen 57"H x 92"W, controlled via Crestron TSW-760) must be reused; side displays must be maximum practical size (up to 69 inches in height) with extendable articulating mounts on drywall walls with 2x2 tile ceilings at 20-foot height; 12 existing ceiling speakers must be integrated into a system capable of two independent audio/video zones (front-to-back split); two wireless lapel microphones for instructors are required; and one input source each at front and rear of room is needed (not two per location). The system must support HDMI, VGA, and DVI inputs with USB connectivity; however, the government clarified that VGA and DVI proposals without these obsolete connectors will not be penalized. The government emphasized vendors should propose industry-proven solutions appropriate for a classroom environment rather than specialized commercial specifications. Cameras are not required for the base scope, though the system must support web conferencing via Teams and Zoom. The optional line item addresses student microphone solutions with pricing valid through December 31, 2026. Site visit was scheduled for March 4, 2026, with proposal deadline of March 23, 2026, and this Q&A document represents the final clarification issued on March 11, 2026.

Q1: As part of the scope of work, is the intent to replace the existing installed projectors in this room?
A1: Yes
Q2: Where any existing cabling can be repurposed or reutilized (in other words, where it is already going to the correct location but it’s functional usage may change with the new hardware), is it allowed to do so or is the intent to replace all existing cabling as well?
A2: You can use cabling present.
Q3: Can pictures of the WRCTC Classroom be provided to understand the environment better?
A3: See attached.
Q4: Can pictures of the front and rear projection screen that are to be reused please be provided?
A4: See attached.
Q5: What is the ceiling height in the room as I do not see that dimension detailed on the floor plan?
A5: 20 feet
Q6: What type of ceiling is in the space? (i.e. 2x2 tile, hard ceiling, other) A6: 2x2 tile
Q7: What material are the walls made of? (i.e. drywall, concrete, concrete block, other) A7: Drywall
Q8: Where is it preferred that the side displays be mounted? Where the outlets on the side of the room are detailed in the floorplan or some other location?
A8: Middle of the walls, avoiding windows. Vendor can help decide best placement.
Q9: Is there a preferred size for each of the side displays, or just whatever size display will fit between the windows on each side?
A9: Maximum size that will fit.
Q10: Would you like the side displays mounted on extendable articulating mounts to allow for added range of viewing?
A10: Yes
Q11: Can the lights on the side of the room that are located where a side display be removed and a blank plate placed over the location to allow for a display to sit flush against the wall?
A11: Yes, if the vendor needs to remove a light to mount displays that is fine.
Q12: For the two pc input sources, are they to be provided on wall plates in the front and rear of the room, or in some other location?
A12: Yes, front and rear of the room.
Q13: Are any cameras required to be supported in the system for use with solutions such as MS Teams or other web conferencing systems?
A13: Yes, cameras should be supported. This can be accomplished through USB or any other interface to the main controlling unit. We leave the best capability or solution up to the vendor.
Q14: Can a complete list of existing equipment that is supposed to be reused please be provided with model numbers?
A14: The only thing that must be reused are the project screens.
Q15: How many existing ceiling speakers need to be reused and integrated into the new AV system?
A15: 12
Q16: How many table-top portable wireless microphones for students must be supported in the system? Are all of these existing, or does a new wireless microphone system need to be provided?
A16: If microphones are to be installed per table, there will need to be 12, however, if they are to be installed in the ceiling, we leave minimum number up to vendor. Specific capability is up to the vendor.
Q17: Where would the customer like the wireless touch panel controller mounted (i.e. wall mount, on a stand with the rack, other)?
A17: On a podium that exists in the front of the room.

A43: We will not specify brands, only that equipment must be compatible and meet the essential characteristics and the requirements of the SOO.
Q44: What minimum lumens are required for the projectors?
A44: We leave this to the vendor to provide solutions.
Q45: Can you please provide the make and model of the existing screens and how they are controlled please? (low voltage, IR, high voltage relay) A45: The current projector screens do not have make and model on the equipment. We do not have the expertise to identify specific control technology. The projector screens rise or lower by utilizing the control panel currently installed.
Q46: Per Statement of Objectives dated 1/11/26: “system must have the capability to display HDMI, VGA, and DVI”.
· Please confirm that support for VGA and DVI connectors and signal types is required. These video transport methods are largely obsolete and do not support the identified specification of “at least 4K”.
· Are outboard scaler devices acceptable for upscaling VGA and DVI signal types to 4K HDMI?
A46: VGA and DVI are included in the SOO because we may still have some equipment that uses them. We understand that Those connectors are largely obsolete and if you propose a system that does not include them, it will not negatively impact our evaluation. Please be sure to make it clear in your offer so that we can consider any impact it may have.
Q47: Per Statement of Objectives dated 1/11/26: “The updated system must have the capability to display HDMI, VGA, and DVI media in the WRCTC classroom across two zones simultaneously”
· Which display devices should belong to which display zones?
· Should the existing ceiling speakers AND new surround speakers be zoned to match the video display zones also?
A47: This question has been addressed previously. See answers A23 and A39. Yes, the zones should have the capability to display separate audio/video sources independently and/or have the capability to display the same audio and video source.
Q48: Per Statement of Objectives dated 1/11/26: “The system must include high-resolution video (capable of at least 4K)”
· Is the requirement that the system must receive and display native 4K signals throughout the complete signal path, to include the display devices? Or is the requirement that 4K signals must be accepted and may be allowed to be scaled or otherwise manipulated to a 1080P or WXGA output resolution?
· What is the desired refresh rate?
A48: Displays should have a 4K ability – however you are able to achieve that. It is expected that offers will include the best quality resolution and refresh rate possible to meet the intent of the classroom environment and keep costs reasonable. This should be considered as part of your design/offer.
Q49: Per Statement of Objectives dated 1/11/26: “high-fidelity surround sound system”
· What surround sound specification is required? 5.1, 7.1 or other?
· How is “high-fidelity” defined and assessed?
· What is the desired frequency reproduction range and or acceptable Total Harmonic Distortion specification?
· What audio coverage uniformity class performance is expected? +/- 3dB over 90% of the space?
· What is the average day-time ambient noise floor in the space as measured in SPL, dB-A?
A49: This question seems far more advanced than the SOO intends. The intent is a system that allows for all of the speakers to work in a manner that is most appropriate for the space. The term “surround sound” may have been misused in the SOO, however it is intended to incorporate all installed speakers in the system. As far as “high-fidelity”, the intent is higher than contractor grade equipment, the sound should be high quality and appropriate for the space. We will not be measuring distortion or uniformity throughout the space. There is minimal ambient noise in space, that said, any ambient noise and its effect on the sound system will not impact on the evaluation of offers. We are heavily relying on vendors, as industry experts, to design a high-quality cost-effective system that is appropriate for this space. Keep in mind, it’s a government classroom, not a symphony hall (not being sarcastic, just trying to paint a clear picture).
Q50: Per Statement of Objectives dated 1/11/26: “with a minimum of two HDMI and two USB inputs”
· Please confirm this is referencing “DisplayPort over USB-C” aka DP-Alt Mode over USB-C
· Please confirm desired performance spec and / or expectations for USB-C DP-Alt Mode
· If “USB Input” is referring to something else (UVC, HID, Mass Storage, etc), please confirm desired functionality of “USB Input” A50: The intent is connectivity of devices using HDMI and/or USB inputs. It is understood that USB-C has quickly become the industry standard. Please include any and all input connection options in your proposal for evaluation.
Q51: Per Statement of Objectives dated 1/11/26: “The media system should include three projectors which will utilize the current projector screens”
· Please confirm dimensions and aspect ratios of the existing screen viewing area (white space)
· Please confirm existing screen control method (i.e. integrated LVC module? RS-232, IP, Contact closure?)
· Is there a preference for the projection technology? Laser, LED, DLP, LCD or LCoS?
· Please confirm the throw distance of projected image from projector lens to screen surface for each screen.
A51: These questions have been answered previously, or are otherwise up to the vendor’s expertise to provide a competitive solution.
Q52: Per Statement of Objectives dated 1/11/26: “Ability to manage volume control, input selection, and power on/off from the control unit (preferably wireless)”
· Is an iPad control interface via WiFi acceptable or is a proprietary RF wireless control system preferred?
· Are there security concerns with wireless control capability?
· Is a hard-wired backup control interface desired?
A52: An iPad type control interface is acceptable. Bluetooth and RF wireless control systems are suitable/acceptable with no security concerns. Hard-wired controls are not necessary, so long as there is some redundancy (i.e. volume knob on amplifier/receiver) or a high level of confidence in the wireless system. This is something that we rely heavily on industry expertise to design as part of a vendor’s offer.
Q53: Per Statement of Objectives dated 1/11/26: “the largest practicable visual displays on the two side walls”
· Are DVLED solutions desired and/or acceptable?
· What viewing angle is expected?
· Are the displays expected to articulate off the wall, or be static against the wall?
A53: Displays of all types are acceptable, so long as they meet minimum criteria and the intent of the SOO and fit the space of the classroom. The viewing angle will not be measured; students will adapt as necessary. Displays may be static or articulating, depending on the proposed design – there is no specific requirement either way. It is expected that vendors design/propose their best solutions to be evaluated for award.
Q54: Per Statement of Objectives dated 1/11/26: “allow for the inclusion of instructor microphone(s)”
· Are instructor microphones existing or to be provided by this solicitation?
· Is wired or wireless preferred?
· What level of encryption is required?
· What frequency ranges are acceptable?
· Is a bodypack transmitter with a face-worn or lapel style microphone element acceptable, or would a “gooseneck” style desktop microphone be preferred?
A54: The microphones should be proposed as part of the design/solution. Wireless is preferred but not required. Encryption is not required and frequency ranges are not a concern in this space. Again, propose the type of microphone that is industry proven to have best results in a classroom environment as part of your offer. We will evaluate all offers based on how well they fit the requirement/space intended. Vendors’ ability to understand the requirement and design a system that best fits the intended use of the space is part of the evaluation.
Q55: Per Statement of Objectives dated 1/11/26: “Any perceived restrictive language (including listed specifications) in this Statement of Objectives is open to discussion and clarification”
· Is replacing the existing projection screens with DVLED displays a possibility if it presents a long-term reliability and cost-savings advantage?
· Would the requester be open to portable LED or DVLED display devices on mobile bases enabling highly flexible dynamic space configuration, or are static display locations/devices preferred?
A55: Any and all solutions are welcome and may be considered. Include the intent of any display options and what the benefits of using them may be so that can be considered during the evaluation of offers. The intent of a statement of objectives is to allow offerors to propose solutions that will fit the intent of the space without being prescriptive. This allows us to rely heavily on industry expertise and maximize technological currency available in the marketplace.
Q56: Per Document B1. Combo – AV Solution - Line Item 0002 “Option – Student/Class Microphone Solution”:
· Is local voice-lift (voice reinforcement a.k.a. amplification) from the student desks expected in the room?

A60: No preference
Q61: What level of equipment security certification is required if any?
A61: None
Q62: Does the requester have any “preferred” or “disallowed” manufacturers?
A62: There are no preferred manufacturers. Please be sure that any equipment proposed meets Buy American and/or Trade Agreements policies.
Q63: To prepare the most accurate proposal (especially regarding reuse/integration of existing equipment, ceiling work, and control system compatibility), we would greatly appreciate the following details if available:
· Exact dimensions, screen type/gain, and any model information for the front and rear projection screens to be reused.
· Model numbers and specifications of the existing projectors (even though they will be replaced).
· Make/model, wattage, and impedance of the 12 existing ceiling speakers that must be integrated.
· Details on the current source wall plates, video distribution equipment, input plates, and any other existing AV gear or infrastructure.
· Information on any existing automation or control systems currently in use (e.g., control processor brand/model, the wireless touch panel controller referenced in the Q&A, programming details, etc.).
· Even though microphones are not part of the bid, any information on the existing wireless microphones would help ensure full system compatibility.
· Any available photos or drawings of the plenum/ceiling structure above the 2×2 tile grid (structural members, available depth, rigging points, existing conduits, etc.). This is especially helpful given the 20-ft ceiling height for the new projector mounts.
A63: Most of this is answered in previous questions. Current projectors are Cristi. We simply do not have a lot of details on specifications as the equipment is very old and unsupported. We rely on the vendor’s expertise to provide the best solution irrespective of the old system.
Q64: For clarification: on the Q&A question 13, you said that cameras are not part of the bid, but in question 37, you said that we need to provide one camera.
· Q13: Are any cameras required to be supported in the system for use with solutions such as MS Teams or other web conferencing systems?
· A13: Yes, cameras should be supported, but cameras are not part of the bid.
· Q37: How many cameras need to be provided for?
· A37: One
The question is: Do you need cameras or not? If yes, how many cameras do you need?
A64: No.
Q65: Are you planning to use any web-based application, such as MS Teams?
A65: Yes, MS Teams and Zoom.
Q66: Are you requesting USB input at (front/rear) to be used for web-based applications, such as MS Teams?
A66: Yes, front and rear.
Q67: Are you seeking a new lecture.
A67: No, desires to reuse the existing.
Q68: Is there an expectation for the system to support future integration with collaboration platforms (e.g., Microsoft Teams, Zoom, or Webex) for hybrid instruction or remote participation?
A68: Yes, they will need to be able to integrate with Zoom meetings via BYOD.
Q69: Regarding Video Conferencing Requirements - Will a PTZ (Pan-Tilt-Zoom) camera be required for video conferencing capabilities?
A69: A camera is not required for this bid.
Q70: Regarding Audio Integration - During the site walk, it was mentioned that users participating in training sessions can have difficulty being heard on the far-end of conference calls. Would the integration of a ceiling microphone be considered a benefit or a requirement for this project?
