About this file
This is a Statement of Objectives for the design and installation of a multi-zone audio/visual system at the WRCTC classroom in Building 104 at Camp Murray, Washington. The system must replace the existing A/V infrastructure and support simultaneous or independent display of HDMI, VGA, and DVI media across two classroom zones with 4K-capable high-resolution video and high-fidelity surround sound. The solution requires three projectors integrated with existing projector screens (two front, one back) and large-format displays on the two side walls. The system must accommodate input from two PC-related systems (one front, one back) with minimum connectivity of two HDMI and two USB inputs per location. Audio integration must incorporate existing recessed ceiling speakers while supporting instructor and wireless student microphone systems. Equipment must include a control unit, preferably wireless, to manage volume, input selection, and power functions for both zones independently or simultaneously.
Essential requirements include one-time on-site training and ongoing technical support, switching capabilities for audio and visual displays in both zones, commercial-grade electronics with high-quality resolution and brightness without requiring classroom light dimming or window shades, compatibility with two computer units, minimum one display per classroom wall, and all necessary components including connectors, wiring, and switches. The contractor must provide a complete design and installation plan requiring facility management office approval for compatibility and future maintenance support. Award will be made on a Best Value trade-off basis considering price, manufacturer and installer warranty, ease of use and functionality, future technology compatibility, industry standard quality, technology currency, and delivery/installation schedule. All proposed product brands and models must be identified. A mandatory site visit is scheduled for 4 March 2026 at 10:00 a.m. Pacific time with attendance coordination required by 25 February 2026. Written questions must be submitted to the Contracting Officer with responses provided by 9 March 2026.

STATEMENT OF OBJECTIVES
11 JANUARY 2026
CLASSROOM AUDIO/VISUAL SOLUTION
WASHINGTON CDP WRCTC BUILDING 104
CAMP MURRAY, WASHINGTON
1. DESCRIPTION OF SERVICES
1.1. Requirements of A/V System Design: Provision for a multi-zone video media solution/system to replace the existing system. The updated system must have the capability to display HDMI, VGA, and DVI media in the WRCTC classroom across two zones simultaneously, as well as independently (different media). The system must include high-resolution video (capable of at least 4K) and high-fidelity surround sound system. Equipment must be capable of receiving input from two PC-related systems (one in the front of the room, one in the back) with a minimum of two HDMI and two USB inputs. The end state is to optimize the space using large-format displays.
1.2. System Functionality:
a. Ability to select computer input as a source to provide audio and video output through the displays/sound system.
b. The media system should include three projectors which will utilize the current projector screens (two in the front and one in the back of the classroom), and the largest practicable visual displays on the two side walls of the classroom.
c. Sound distribution should incorporate the current speakers which are recessed in the classroom ceiling and allow for the inclusion of instructor microphone(s) and a table-top/portable wireless multiple microphone system for student involvement (microphone system is not part of this solicitation). Any existing outdated audio technology must be considered by the potential vendor(s) as part of their offer.
d. Ability to manage volume control, input selection, and power on/off from the control unit (preferably wireless)
e. Quality and grade of electronics must be commensurate with a commercial conference center/theater environment, technologically current, and meet the intent of the system
2. EVALUATION OF OFFERS
2.1. Essential Characteristics: The following are the minimum essential characteristics that must be incorporated into the design or requirement specifics:
a. One-time, on-site training and access to ongoing Technical Support as needed
b. Must provide switching capabilities for audio and visual displays in both zones simultaneously or individually (the same or different material).
c. The system must provide high-resolution video and high-quality, optimized surround sound suitable for the intended purpose of the space while integrating current sound system. All video displays must be capable of high-quality resolution and brightness without dimming classroom lights or closing window shades.
d. Must have a control unit for all equipment (preferably via wireless device)
e. Equipment must interface with two computer units, one each at the front and back of the classroom space
f. Minimum of 1 display per wall of the classroom
g. All required components and accessories to include necessary connectors and wiring/cables, and switches
h. The system must be fully operational as designed, with a functional check demonstrated by the installer before Government acceptance.
i. Design and installation plan must be included to ensure project coordination and design reviews are accomplished. The design and installation plan must be approved by the facility management office for compatibility with existing facility, as well as future support/maintenance.
2.2. Best Value Determination/Evaluation of Offers
a. The basis for evaluation will be a Best Value (Trade-off) process where price and other factors will be considered. Other factors include (but are not limited to): Included warranty (manufacturer and/or installer), ease of use/functionality of equipment, compatibility with future products/technology, quality of products as related to industry standards, currency of technology, scheduled delivery/installation time. The Contracting Officer will have broad discretion to make an award in the best interest of the government based on these evaluation criteria and IAW FAR 13.106-2(b).
b. Furniture design, layout, and specifications will be discussed in detail during the site visit for this project, for reference in A/V solution design compatibility.
c. The Government encourages design solutions that will maximize efficiency and cost savings while providing a high quality, dynamic, and technologically current system.
d. All proposed product brand/model information must be provided as part of the offer.
e. Any perceived restrictive language (including listed specifications) in this Statement of Objectives is open to discussion and clarification. It is not the intention of the government to restrict innovation or technologically advanced solutions. All changes must comply with the intended purpose of this facility.
