About this file
This is a Statement of Work (SOW) issued by the Air Force Civil Engineer Center (AFCEC) CEMIRT Division on December 3, 2025, for the procurement of 40 Heavy Weight Fairlead Beam Assemblies with three rollers/sheaves to support aircraft arresting systems at Department of Air Force installations. Each assembly must meet specifications defined in USAF drawing 52-W-2295-201 (National Stock Number 1710-01-098-4984) and be finished with high gloss green paint (MIL-PRF-85285, Revision E, Type II, Class H, Color Code 14052) and dark green epoxy primer (MIL-PRF-23377K, Type II, Class N). Recommended paint vendors include Hentzen Coatings, Deft, or PPG Aerospace. The contractor must either possess existing FAT (First Article Testing) approval from the Air Force Life Cycle Management Center (AFLCMC) with successful production deliveries within the three years preceding solicitation issuance, or successfully complete FAT requirements outlined in the SOW.
Contractors pursuing the FAT route must submit PDF file drawings to AFCEC/COMX within 60 calendar days of contract award, with government review completed within 15 calendar days. The first article must be delivered to AFCEC/COMX at Tyndall Air Force Base, Florida, clearly marked as "First Article Test Exhibit" no later than 180 calendar days after government drawing review, with FAT approval required by 285 calendar days after contract award. The contractor must adhere to strict specifications including ASME standards Y14.1 and Y14.5 for documentation and dimensioning, use water jet or laser cutting systems for precision parts, and follow American Welding Society (AWS) D1.1 standards for critically loaded structures with certified welders and inspectors. All deliveries must be coordinated 30 days in advance with the specified AFCEC/COMX points of contact at Tyndall AFB, and any assemblies with structural, component, or excessive paint damage upon receipt will be refused. The contractor assumes full responsibility for all costs associated with third-party verification if deficiencies are identified during FAT, including freight to and from the government designated facility.
