About this file
This is a Statement of Work (SOW) issued by the Air Force Civil Engineer Center (AFCEC) CEMIRT Division on December 3, 2025, for the production and delivery of 40 Heavy Weight Fairlead Beam Assemblies with three rollers/sheaves to support aircraft arresting systems across Department of the Air Force installations.
The contractor must meet one of two qualification pathways: possess current FAT (First Article Testing) approval from the Air Force Life Cycle Management Center (AFLCMC) as an authorized vendor with successful production deliveries within the last three years, or successfully complete FAT requirements per the SOW specifications. If FAT is required, the contractor must submit PDF drawings within 60 calendar days of contract award, deliver the first article within 180 calendar days of government drawing review, and obtain FAT approval no later than 285 calendar days after contract award. Technical requirements specify National Stock Number 1710-01-098-4984, Part Number 52-W-2295-201, high gloss green paint (MIL-PRF-85285, Revision E, Type II, Class H, Color Code 14052), and dark green epoxy primer (MIL-PRF-23377K, Type II, Class N). The contractor must adhere to strict specifications per USAF drawings, produce CAD drawings compliant with ASME Y14.1 standards, fabricate parts to ASME Y14.5 tolerances using water jet or laser cutting systems, and follow AWS D1.1 welding and inspection processes with certified welders and inspectors. All assemblies must be delivered to AFCEC/COMX at Tyndall AFB, Florida, with the contractor coordinating delivery 30 days in advance. Items with structural, component, or excessive paint damage during shipment will be refused by AFCEC/COMX, who will document refusals to the contracting officer.
