About this file
This document is a Requests for Clarification document for the Florida Sheriffs Association (FSA) Cooperative Purchasing Program (CPP) covering two vehicle solicitations: FSA25-VEL33.0 for Pursuit, Administrative, and Other Vehicles, and FSA25-VEH23.0 for Heavy Trucks and Buses. The contract will be effective from October 1, 2025, through September 30, 2027, with bidders required to submit pricing for model year 2026 vehicles. The document contains a series of bidder questions and official FSA CPP responses addressing various aspects of the bid process, including model year specifications, pricing methodology, and bid submission requirements.
The solicitation utilizes a cost-plus pricing model, where vendors must provide a percentage markup over the item cost when submitting bids. Bidders are instructed to include active import tariffs in their base pricing if currently known, with provisions for future price adjustments through a documented process. The percentage markup is intended to cover pricing for the next model year, manufacturer price changes, and new market items. Bid documents, including templates, terms and conditions, specifications, and qualifications packets, will be available in the VendorLink bid system on August 1, with bid prices required to remain valid for 60 days from the bid opening date.

Requests for Clarification
Bidder Questions & FSA CPP Responses
1. Can you provide clarity on the model year components of the bid? Given that the order bank won’t open until late August or later for MY2026, are we encouraged to bid 2025 pricing, with the percent increase after the new model year being covered through the cost- plus percent?
A. The effective dates of the contract resulting from this Invitation to Bid are
October 1, 2025, through September 30, 2027. Bidders should submit pricing for model year 2026 vehicles.
Per Contract Terms & Conditions, Section 2.11, the FSA CPP requests bidders provide a percentage above cost as part of the bid submission for the Pursuit, Administrative and Other Vehicles Contract. The cost-plus model allows Vendors to sell items immediately when order windows open for the next model year or when the manufacturer changes price during the contract term. The Bid System provides each Vendors’ percent above cost at which the Vendor will sell such items. When submitting a bid, bidders should enter a price and a percent per item, per zone.
Per Section 2.10, “Percent” is defined as the markup over “Item Cost”. The percent entered in the bid system should include all components of “Bid Price”.
Further price adjustments may be made utilizing the price adjustment mechanism outlined in Section 3.06.
2. FSA25-VEH23.0 –US Import Tariffs are affecting many / most products we represent and are subject to frequent change (both up and down). Should current import tariffs be included in the base price of the item bid and any changes to the tariff charges be addressed through the Equitable Price Adjustment described in 3.06 or are does the contract allow for the Tariff Charge to be added to customer invoice with prior communication to the agency?
A. Tariffs should be addressed, as mandated by the manufacturer, through a price adjustment request. However, if you are aware of active tariffs impacting the items you intend to bid on, not future tariffs, this could be included in the price.
Prices bid must be valid for 60 days from the date of the bid opening. If the tariff is lifted, or if additional tariffs are issued, you may submit documentation to request a price adjustment (section 3.06). The tariff should not be a separate line item on the quote to the purchaser.
3. Can I request a change to the base specifications?
A. Requested changes to the base specifications should be addressed prior to, or during, the mandatory pre-bid meeting for review and consensus by all interested bidders. This ensures that all interested bidders can review and understand the requirements of the specifications and ask for any needed clarification prior to the bid system opening.
4. On the Bid Page where we bid each region, there was a box that said “Percentage %”.
What does that box mean? Is that the Discount we are offering on the chassis or the options? Or is that the markup on options?
A. This is covered in Section 2.10 Prices Quoted in the terms and conditions for VEL33.0.
“Percent” is defined as the markup over “Item Cost”. “Item Cost” is defined as the factory invoice price for the item, the Original Equipment Manufacturer (“OEM”) destination and delivery to dealer, and the FSA Administrative fee, minus the OEM government pricing concessions specific to this bid, all Manufacturer incentives, discounts, rebates, concessions and holdbacks. The “Percent” is intended to be used to determine the cost-plus pricing for the next model year, when the manufacturer changes price during the contract term, or when new items come to market. FSA CPP will use the percent feature in VendorLink as the field to capture the percentage above cost that the vendor can expect to receive from the purchaser for the purchase of an awarded item. No percents should be entered for VEH23.0 item bids.
5. Where do I find the qualifications packet, specifications, or templates for the bid?
A. All necessary bid documents (Templates, Terms and Conditions, Specifications, Qualifications Packet) will be available in the bid system (VendorLink) when open on August 1 under the “Documents” section of the bid.
