About this file

The document is a Qualifications Packet for the Florida Sheriffs Association (FSA) Invitation to Bid (ITB) FSA25-VEH23.0 for Heavy Trucks and Buses, a statewide procurement targeting class 3-5 cab & chassis trucks and buses. The solicitation aims to establish a twelve-month contract running from October 1, 2025, to September 30, 2026, with bidders required to submit comprehensive qualification materials through the VendorLink bid system. Key dates include a mandatory Pre-Bid Meeting on July 15, 2025, bid submissions due by September 2, 2025, and a contract award scheduled for October 1, 2025. Bidders must provide detailed documentation demonstrating compliance with various state and federal requirements.

The qualification packet requires extensive attestations and documentation, including proof of E-Verify compliance, anti-human trafficking affidavits, workers' compensation verification, drug-free workplace certifications, and federal funding compliance forms. Bidders must be registered with SunBiz and possess a Motor Vehicle Dealer license from the Florida Department of Highway Safety & Motor Vehicles. The solicitation evaluates bids based on the lowest responsive bidder by brand, manufacturer, and specification, with firm pricing required for 60 calendar days following bid opening. A "Cone of Silence" period will be in effect from August 1, 2025, to September 23, 2025, restricting communications about the bid. The Florida Sheriffs Association reserves the right to reject any bids or portions thereof and to waive irregularities deemed in the best interest of the FSA.
