About this file
This is a bidder cost model form for the Massachusetts Bay Transportation Authority (MBTA) Paratransit Dedicated Service Providers contract (RFP 88-26). The model allows bidders to submit pricing across five service levels representing 20%, 30%, 40%, 50%, and 60% of annual estimated service hours over an 11-year contract period consisting of a base contract and two option periods. Bidders must provide fixed costs, variable costs (proportional to sedan and van service hours), and profit margins for each service level, with fleet composition assumed at 60% vans and 40% sedans. The contract covers fiscal years 2027 through 2038, with service hour ranges provided for each level that fluctuate ±15% to -20% from target award points. For example, the 40% service level in Contract Year 1 anticipates 549,120 target service hours with a range of 439,280 to 631,480 hours. Annual service hours grow at approximately 2-3% annually throughout the contract term.
Bidders must submit annual cost inputs including key personnel salaries and fringe benefits, other personnel costs with staffing levels by service level, corporate support, materials and services (including insurance and technology), non-revenue vehicles, and detailed variable costs for vehicle operators, maintenance, insurance, and other per-hour expenses. Profit rates, escalation rates for personnel and materials, and fringe rates must be entered for each contract year and justified in an accompanying assumptions tab. Mobilization and transition costs must be provided separately for the six-month startup period (January-June 2027) with monthly cost breakdowns. The cost model automatically calculates total costs at minimum, target, and maximum service hour levels, enabling the MBTA to understand pricing across the full operational range. All cost inputs are required on an annual basis with specific fringe rate components to be documented, and the form includes tabs for each contract year and comprehensive assumptions documentation.

INTRODUCTION
This Cost Model should be filled for each proposed Service Level identified in a Bidder's response.
General Background: This Cost Model allows Bidders to quote prices at different possible Service Levels. For each Fiscal Year (see tabs for Contract Year 1-11), the MBTA has provided a range of hours for the Service Levels of 20%, 30%, 40%, 50%, and 60% of the Annual Estimated Service Hours (see Service Hour Projections tab). The ranges are +15%/-20% of the Target Award Point. As an example, in Contract Year 1, the MBTA expects the range of hours for Service Level 3 (40%) will be between 439,280 Service Hours (the "minimum bound" of the range), and 631,480 Service Hours (the "maximum bound" of the range), with an anticipated contract award at 549,120 Service Hours (the "Target Award Point").
Under this model, Bidders must provide a set of fixed cost amounts that MBTA will pay, regardless of how many service hours the Bidder actually provides within each Service Level. Similarly, Bidders must provide variable costs, proportional to the number of sedan or van service hours provided, for all items that will scale with the same per hour rate regardless of how many service hours the Bidder actually provides within any Service Level. As with the fixed cost amounts, the rate of van or sedan hour compensation remains constant, regardless of how many Service Hours the Bidder actually provides. Additionally, because the range of Service Levels is broad, this Model allows Bidders to quote different fixed costs at different Service Levels.
Key Notes / Assumptions:
- Data in the orange INPUTS tab will auto-fill the Service Level Bids for each year tab (named Contract Year 1, Contract Year 2, etc.)
- All INPUTS should reflect ANNUAL numbers (12 months).
- The Bidder shall assume their fleet is 60% vans, 40% sedans at each Service Level. Vehicle models/years will be evenly distributed between Service Providers. Fleet size assumptions are provided on the INPUTS tab.
Worksheet Legend:
| Bidder Inputs (Required) | Required Bidder inputs. Please enter information in these cells. |
| Bidder Inputs (Optional) | Optional Bidder inputs. Bidder may, but is not required to, enter information in these cells. |
| Locked Assumptions | Assumptions provided by MBTA. These cells are locked. |
All other cell formats calculate corresponding results based on Bidder inputs, sum the corresponding information based on calculations, or are for informational purposes. These cells are locked.
INSTRUCTIONS
1. Enter Profit Rate, and Escalation Rate Assumptions: In Columns B-L, Row 17, Bidders should enter the Bidder's profit rate (also as a percentage between 0% and 100%). In Columns B-L, Rows 19-22, Bidders should enter escalation rates (also as a percentage between 0% and 100%) for all Personnel and Materials & Services. Note, for the purposes of calculating costs for this model, the profit rate will be applied to the sum of the fixed, semi-fixed, and variable costs at the Target Award Point. Actual profit will be calculated based on the total costs and actual provided hours each month. Note: Fringe Rates will automatically populate in Rows 13-15 based on inputs provided in the Assumptions tab (Step 7).
2. Enter Key Personnel: In Columns B - K, Rows 27-36, Bidders should fill in, or edit, the orange cells for any staff positions listed that will contribute to Bidder's actual fixed costs. If Bidder anticipates hiring staff or incurring costs not listed in this category, Bidder shall use the "Other Key Personnel" rows listed. Salaries for all personnel listed should be entered as unburdened costs (i.e., excluding fringe rate, defined above) for the whole fiscal year (e.g., $90,000 instead of $45 per hour). Fringe will automatically be added to personnel salaries based on the Fringe Rate specified in the Assumptions section. As Key Personnel may vary for Service Level, Bidders should provide both salary and FTEs for each Service Level proposed.
3. Enter Other Personnel: In Column B, Rows 40-52, Bidders should fill in, or edit, the orange cells for all other staff positions (except Vehicle Operators). Salaries for all personnel listed should be entered as unburdened costs (i.e., excluding fringe costs, defined above) for the whole fiscal year (e.g., $90,000 instead of $45 per hour). Fringe will automatically be added to personnel salaries based on the Fringe Rate specified in the Assumptions section. Bidder should then also provide, in Columns C-G, Rows 40-52, the number of FTEs (for each staff position) required in those roles for each proposed Service Level.
4. Enter Additional Support and Materials & Services: In Columns C-G, Rows 55-56 and 59-70, Bidders should fill in, or edit, the orange cells for any cost listed that will contribute to Bidder's actual fixed costs.
5. Enter Non-Revenue Vehicles: In Column B, Rows 73-81, Bidders should fill in, or edit, the orange cells for any Non-Revenue Vehicle cost listed that will contribute to Bidder's actual fixed costs. Bidder should then also provide, in Columns C-G, Rows 73-81, the number of non-revenue vehicles required for each proposed Service Level.
6. Enter Variable Cost components: In Columns B and G, Rows 85-98, Bidder should fill in per-hour costs for each of the Variable Cost components listed. These components are summed to establish the per-service-hour payment rates for vans and sedans. If Bidder anticipates incurring variable costs not listed in this category, Bidder shall use the "Other" rows listed. "Driver Fringe" (cells B86 and G86) is automatically calculated based on the "Variable Personnel (Vehicle Operators)" Fringe Rate (row 15) and the Driver Hourly wage supplied in the Variable Costs sections.
Please note that this Model auto-calculates expected total variable costs at the Target Award Point, so that Bidder may review how its quoted prices affect total expected costs. Actual variable cost compensation, however, will depend on the actual number of service hours provided.
7. Complete the Assumptions tab: For any assumptions made for any pricing components, provide justification and explanation in the "Assumptions" tab. If costs or assumptions differ by year, please indicate the year and the associated assumptions/breakdown/costs, etc. A description of all discrete components of each fringe rate, each components' value as a percentage of hourly wage, is required here.
8. Fill in Mobilization & Transition tab: breakdown all Mobilization and Transition cost components by month and include a description for all costs. Provide the Mobilization Manager's salary (salary + fringe) where indicated. Because facility locations will not be determined until the Facility Planning Process (Scope of Work, Section 17.3) ALL Bidders MUST supply Mobilization and Transition Costs!
9. Review all inputs and calculations for each Service Level and fiscal year to ensure accuracy.
