About this file
This is a Reference Questionnaire form issued by Collier County's Procurement Services Division for use in evaluating vendors responding to an Invitation to Negotiate for outsourcing management of four county-owned marinas in Florida: Port of the Islands Park, Goodland Boat Park, Cocohatchee River Park, and Caxambas Boat Park. Proposers are required to submit one completed reference questionnaire for each required reference as part of their bid or proposal submittal. A mandatory pre-proposal conference and site visits are scheduled for October 23, 2025, with proposal submissions due by November 14, 2025. The proposed contract term is ten years with two additional ten-year renewal options. The evaluation process will assess proposals across five criteria: Experience and Qualifications (30 points), Certified Woman and/or Minority Business Enterprise (10 points), Operating Business Plan (25 points), Cost of Services to the County (25 points), and Local Vendor Preference (10 points).
The reference questionnaire requests evaluators to rate vendors and key personnel on a scale of 1 to 10 across ten performance criteria, including ability to manage project costs, maintain schedules, deliver quality work, provide consultative advice, demonstrate professionalism, manage project administration, communicate effectively, manage risks, follow contract requirements, and overall customer satisfaction. The county offers two commission options: Option A with minimum monthly commissions ranging from $3,000 to $8,000 per marina, or Option B with minimum monthly commissions ranging from $14,000 to $20,000 per marina. Vendors must demonstrate financial stability, operational expertise, comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence) and Automobile Liability ($500,000 per occurrence), and compliance with E-Verify and drug-free workplace policies. Local vendor preference certification is available for businesses with a physical address in Collier County and a current local Business Tax Receipt. The county will provide utilities at no cost to the selected vendor.
