About this file
This vendor checklist document is issued by Collier County's Procurement Services Division in Florida for the Invitation to Negotiate (ITN) for outsourcing management of four county-owned marinas: Port of the Islands Park, Goodland Boat Park, Cocohatchee River Park, and Caxambas Boat Park. Vendors must submit comprehensive proposals that include completed bid schedules, all required certifications, licenses, insurance acknowledgments, and signed addenda through the OpenGov electronic submission platform. A mandatory pre-proposal conference and site visits are scheduled for October 23, 2025, with proposal submissions due by November 14, 2025. The selected vendor will operate the marina facilities for an initial ten-year term with two additional ten-year renewal options, providing services including boat slip rentals, retail sales, live bait sales, fuel sales, and potentially parking and launch fee management.
The checklist requires vendors to submit 18 specific items, including the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with E-Verify enrollment documentation, Local Business Certification (if applicable) with current Collier or Lee County Business Tax Receipt, completed Reference Questionnaire forms, W-9 Form, and proof of corporate status from the Florida Department of State. Vendors must acknowledge Collier County Purchase Order Terms and Conditions, insurance requirements, IT Technical Architecture Requirements (if applicable), and any supplemental requirements. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($500,000 per occurrence), and Workers' Compensation coverage, with certificates due within five days of Notice of Recommended Award. The evaluation criteria comprise Experience and Qualifications (30 points), Certified Woman and/or Minority Business Enterprise status (10 points), Operating Business Plan (25 points), Cost of Services to the County (25 points), and Local Vendor Preference (10 points). The county offers two commission options: Option A with minimum monthly commissions ranging from $3,000 to $8,000 per marina (county retains parking and launch fees), or Option B with minimum monthly commissions ranging from $14,000 to $20,000 per marina (vendor retains parking and launch fees).
