The procurement seeks comprehensive services including inspection, certification, maintenance, and repair of fire suppression systems and portable fire extinguishers for 54 buses equipped with two primary system types (Amerex and Fogmaker) and 80 extinguishers. All work is to be performed at the CAT Maintenance Facility in Naples, Florida. The contract term is three years with two optional one-year renewal periods. Bids are due October 17, 2025, at 3:00 PM EST and must be submitted through the county's online bidding system. Historical annual spending for these services is approximately $40,000, though this may not be indicative of future buying patterns.

The form requires vendors to certify compliance with ethical standards, disclose any conflicts of interest involving county officials or employees, and confirm no collusion or fraud in bid preparation. Vendors must acknowledge acceptance of all solicitation terms, conditions, specifications, and scope of work, and agree to execute a formal contract if awarded. The declaration must be signed by a duly authorized corporate representative under penalties of perjury. Vendors are prohibited from marking up subcontractor fees if the subcontractor is a related entity. The solicitation is grant-funded through the Federal Transit Authority and requires strict compliance with federal contract provisions. Critical compliance requirements include E-Verify program enrollment, immigration law compliance documentation, comprehensive insurance coverage (worker's compensation, general liability, and automobile liability), and performance and payment bonds for projects exceeding $200,000. The county reserves the right to award to the lowest responsive and responsible vendor and may select primary, secondary, and tertiary awardees per category, with unilateral termination rights for non-compliance.
