About this file
This document presents the solicitation evaluation criteria for Solicitation Number 123350 O3, issued by the State of Nebraska Department of Health and Human Services, Division of Children and Family Services, Adult Protective Services program. The solicitation seeks a qualified vendor to provide investigatory and forensic accounting services to support the APS program's capability to investigate financial fraud and exploitation of vulnerable adults. The anticipated workload encompasses approximately 60 cases per year, with services including case analysis, document review, financial investigations, report preparation, and potential court testimony. Proposals are due November 6, 2025, at 2:00 p.m. Central Time, and the resulting contract will have a four-year term beginning upon execution.
Evaluation of submissions will be based on a 100-point scoring system: Corporate Overview (45 points), Technical Response (45 points), and Cost (10 points). Vendors must meet all mandatory requirements—including corporate overview documentation, technical response, completed cost sheets, completion of solicitation sections II through IV, and a manually signed or DocuSign-executed contractual agreement form—to proceed to evaluation. Cost points will be awarded using a formula comparing each submission to the lowest realistic cost submitted, with the lowest-cost bidder receiving maximum cost points and all others receiving proportionally scaled points. Qualified vendors must possess a bachelor's degree in accounting or finance, forensic accounting certification, and professional licenses including Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), and Certified in Financial Forensics (CFF) credentials. The cost evaluation focuses on total annual fees for case analysis, with vendors required to provide detailed cost sheets outlining fees for case analysis and hourly rates for court appearances.
