About this file

This is a Solicitation Addendum containing Questions and Answers for RFP Number 123350 issued by the State of Nebraska, Department of Health and Human Services, Division of Children and Family Services, Adult Protective Services (APS) program. The addendum addresses clarifications regarding investigatory and forensic accounting services, with proposals due November 6, 2025, at 2:00 p.m. Central Time. The solicitation seeks a qualified vendor to provide forensic accounting analysis for approximately 60 cases annually, with services including case analysis, document review, financial investigations, report preparation, and potential court testimony. The contract will have a four-year term beginning upon execution. Key personnel requirements include a bachelor's degree in accounting or finance, forensic accounting certification, and professional licenses such as Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), and Certified in Financial Forensics (CFF). The state clarified that individual resumes should not exceed three pages, with certifications and licenses not counting toward the page limit, and that responses to technical requirements may be provided in a different format than the boxes provided in the RFP as long as they are organized appropriately.

The current rate per forensic audit under the incumbent contract is $1,950.00 per case. The state confirmed that individuals licensed as CPAs in another state are eligible to provide services under mobility legislation provisions, and that firms not required to hold a Nebraska firm license but operating under interstate mobility provisions may submit proposals. Additionally, vendors may reference Nebraska projects and staff in their previous project experience and resume references. Over the duration of the current contract, two cases have gone to trial but did not require contractor testimony, and zero hours of testimony have been billed. The ShareFile link for electronic proposal submission was provided as https://nebraska.sharefile.com/r-rda9bc2ba99d34e179ba6f1c7e208c975, and a scoring sheet was made available on the DAS website.
