About this file
This document is a Solicitation Evaluation Criteria file from the State of Nebraska's Department of Health and Human Services (DHHS), specifically for the Division of Children and Family Services' Adult Protective Services (APS). The solicitation seeks a vendor to provide investigatory and forensic accounting services, with proposals due on November 6, 2025, at 2:00 p.m. Central Time. The contract will have a four-year term beginning upon execution, with an anticipated workload of approximately 60 cases per year. The solicitation requires vendors to perform comprehensive services including case analysis, document review, financial investigations, report preparation, and potential court testimony.
The evaluation process includes mandatory requirements and a point-based scoring system totaling 100 points, with 45 points for Corporate Overview, 45 points for Technical Response, and 10 points for Cost. Bidders must possess specific professional credentials, including a bachelor's degree in accounting or finance, forensic accounting certification, and professional licenses such as Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), and Certified in Financial Forensics (CFF). The cost evaluation will be based on the total annual fee for case analysis, with vendors required to complete a detailed cost sheet that includes fees for case analysis and hourly rates for court appearances. While no specific budget range is explicitly stated, the procurement suggests a significant contract value focused on selecting the most qualified forensic accounting service provider.
