About this file

This document is a Solicitation Addendum for a Third Party Forensic Accounting contract issued by the State of Nebraska, specifically through the State Purchasing Bureau (SPB). The solicitation (Number 123350) is for forensic accounting services, with an opening date of November 6, 2025, at 2:00 PM. The addendum addresses twelve specific questions from potential bidders regarding proposal submission requirements, personnel credentials, licensing, resume formatting, and project details. Key clarifications include confirmation that out-of-state CPAs can provide services under mobility provisions, resumes should be no longer than three pages, and vendors can use Nebraska projects/staff for references.

The current contract rate for a forensic audit is $1,950.00 per case, and the Adult Protective Services (APS) program is seeking a new contractor to perform investigatory and forensic accounting activities for financial fraud and exploitation cases. The state has provided additional context about the current contract, noting that two cases have gone to trial (without requiring testimony), and there have been zero hours of testimony needed over the contract's duration. A scoring sheet for the solicitation has been uploaded to the DAS site, and bidders are encouraged to check the State Purchasing Bureau website for all addenda and amendments. The addendum provides clarification on various technical and administrative aspects of the proposal submission to ensure potential bidders have comprehensive guidance.
