About this file
This document is a Finding of No Significant Impacts (FONSI) from the U.S. Department of the Interior's Office of Surface Mining Reclamation and Enforcement (OSMRE), in collaboration with the West Virginia Department of Environmental Protection (WVDEP). The project involves an Abandoned Mine Lands Reclamation Project located in Naoma, Raleigh County, West Virginia, specifically addressing a priority 2 dangerous impoundment at the Drews Creek A Highwall site. The proposed work includes constructing a temporary side hill fill, boring two holes into an existing eagle seam deep mining area to drain discharge through sediment bags, installing erosion and sediment control measures, creating temporary access roads and stream crossings, clearing and grubbing approximately 1.5 acres, and revegetating disturbed areas. The total project area of disturbance will be approximately 1.57 acres.
The environmental assessment conducted by OSMRE determined that the project will have no significant effects on the human environment and will not adversely affect historic, cultural, or federally listed species resources. Minor to moderate impacts are anticipated for hydrology, vegetation, fish and wildlife, soils, recreation, air quality, noise, socioeconomic resources, and topography. No known hazardous waste was identified in the project area. The environmental documents were reviewed and signed on May 28, 2025, with OSMRE concluding that no detailed environmental impact statement is necessary. The project aims to address health and safety issues in the Naoma community through targeted mine land reclamation activities.

Abandoned Mine Lands Reclamation Project
Naoma, Raleigh County, West Virginia
Drews Creek Dangerous Impoundment (Drews Creek A Highwall) (WV-3391)
This project area is located on Pilot Knob U.S.G.S. 7.5-minute quadrangle with a general location of 39° 27' 56.96" N latitude and 80° 07' 44.87" W longitude. The West Virginia Department of Environmental Protection (WVDEP) has requested authorization from the Office of Surface Mining Reclamation and Enforcement (OSMRE) to conduct reclamation work at this site to address the health and safety issues associated with one (1) priority 2 dangerous impoundment located in the community of Naoma, West Virginia. The work includes the construction of a temporary side hill fill and removal after project completion, boring two (2) holes into the existing eagle seam deep mining and using them to drain the discharge through sediment bags until a permanent discharge point can be established in an UNT of Drews Creek, and hauling of the sediment bags utilized by the project to a WVDEP approved disposal site. The proposed work will also include the installation of proper erosion and sediment control measures, mobilizing equipment, installation of temporary access roads, stockpiling topsoil, the construction of two (2) temporary stream crossings and one (1) temporary road crossing and subsequent removal following project completion, clearing and grubbing of 1.5-acres or less where necessary, reclaiming the directional drill pad and sediment bag location, and revegetating all disturbed areas. The area of disturbance will be approximately 1.57-acres.
OSMRE has thoroughly reviewed the environmental documents submitted by WVDEP’s Office of Abandoned Mine Lands and Reclamation, signed on May 28, 2025. These documents adequately discuss the environmental issues and impacts for OSMRE’s authorization purposes for abandoned mine lands reclamation construction activities.
This project will not affect historic and cultural resources. Minor or moderate impacts are likely to occur on the following resource values: hydrology, vegetation, fish and wildlife, soils, recreation, air quality, noise, socioeconomic resources, and topography. No known hazardous waste has been identified within the project area. The project, as proposed, is not likely to adversely affect any federally listed species based on our consultation with appropriate state and federal agencies.
Based on the analyses in this environmental assessment, we find that this abandoned mine lands project will have no significant effects on the quality of the human environment. Therefore, we conclude that no detailed environmental impact statement is necessary.
