About this file

This document is an Addendum (#2) for the Drews Creek A Highwall Project (DEP2600000006) issued by the West Virginia Department of Environmental Protection (WVDEP), Office of Abandoned Mine Lands and Reclamation. The project involves reclaiming an abandoned mine site in Raleigh County, West Virginia, with specific construction activities including horizontal drilling, mine pool dewatering, pipe installation, and environmental remediation. The pre-bid conference was held on August 21, 2025, with multiple contractors in attendance. Key project components include installing two 12-inch diameter C900 PVC pipes as a permanent wet seal, drilling 8-inch pilot holes, deploying a 20-inch steel casing, and managing mine drainage using a sediment containment bladder system.

The total engineer's estimate for the project is $650,153.00, with various line items covering mobilization, construction layout, site preparation, access road rehabilitation, erosion control measures, and specialized mining remediation tasks. The project includes optional elements such as a wet mine seal and conveyance pipes. Insurance requirements are substantial, mandating $5,000,000 in public liability and vehicle liability coverage, workers' compensation, and employers' liability insurance. The project has specific environmental constraints, including tree clearing only permitted between November 15th, 2025, and March 31st, 2026, and requires careful sediment and water management during drilling operations. Bidders must submit an addendum acknowledgement and comply with detailed technical specifications for materials, drilling procedures, and environmental protection.

DEP2600000006

The following are questions that were identified at the Pre-Bid Conference (PBC) conducted on-site on August 21, 2025, questions provided to the WVDEP Procurement, Project Clarifications, Project Notes, Project changes, Technical Specification Changes, and Project Plan Changes. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.

QUESTIONS AND ANSWERS

Q1. Can you confirm the ID/OD, Wall thickness, and grade of pipe being requested for the 509 LF 20” casing?

A1. The 509 LF of 20” casing shall have ID equal to 19 inches, OD equal to 20 inches, Wall thickness equal to 0.5 inches. The casing shall meet the requirements of ASTM A252

Schedule 30, Grade 3.

PRE-BID QUESTIONS AND ANSWERS

Q2. What are the lengths and diameters of the bores?

A2. The lengths of the two bores are approximately 223 LF and 286 LF. The diameter of the pilot holes for each bore are 8 inches. The diameter of the casing to be bored & jacked is 20 inches.

Q3. Will the access to the site be upgraded?

A3. The access road to the site may be repaired as needed under the bid item

“4.2 GRAVEL DRIVE REHABILITATION.” The bid schedule quantity has been increased from 125 TONS to 500 TONS to accommodate such repairs along the length of the access road from the stabilized construction entrance at the church to the project site. Excavation of the entire road length for repairs is not expected to be needed and is not in the NPDES permit. If such work is determined to be required, the Contractor shall notify the WVDEP so a modification to the NPDESpermit can be made.

Q4. How long will it take to dewater the mine pool?

A4. Based on an assumption of 50,000,000 gallons to be passed through the sediment bags from one borehole, with an assumed flow rate of +/- 900 gpm, we anticipate the dewatering with sediment bags to take approximately 40 days. With two pilot holes dewatering, the time may be shortened to 20 days.

DEP2600000006

Q5. Do we have to have personnel on site throughout the duration of the dewatering operation?

A5. 24/7 monitoring during dewatering for the entire duration of dewatering operations is not required once dewatering is under control. The contractor shall monitor as required to provide for proper operation of the sediment bag filtration system.

Q6. What happens if you bore it and doesn’t hit the void?

A6. The target coordinates and elevations for the pilot holes are provided on the

Plans. If the Contractor does not hit the target with the pilot hole, the hole shall be drilled again at the Contractor’s cost. The Contractor may choose to first verify the target coordinates and elevations at the existing piezometers at the Contractor’s cost.

Q7. Are we replacing the wet seal and is it a bid item?

A7. The replacement for the failed wet seal and the installation of a grout filled fabric channel to convey the mine water from that wet seal to Drews Creek are listed as optional. The WVDEP will determine if the traditional wet seal is necessary based on field conditions after the two 12-inch diameter C900

PVC pipes are installed and functioning as designed.

Q8. Are we pulling the valve and casing or leaving it after we drill?

A8. The valve may be recovered. The 20” casing bore and jack is a separate operation to follow dewatering through the 8” pilot hole and 12” valve. The

20” steel casing along with the 12-inch conveyance pipe will remain in place to serve as the permanent wet seal.

Q9. Is there a closer road for access?

A9. There is an existing road from WV-99, but that road is outside the construction limits for the project. Access for this project will be from the church (as was for Phase I), as reflected in the plans.

DEP2600000006

Q10. Are we just treating the water with the bags?

A10. If necessary, the discharge from the sediment bags shall be treated for pH to be within the specified range of pH 6 to pH 9 with the provided “12.5

SODA ASH BRIQUETTES (50 LB BAG)” bid item before discharge into the stream. pH treatment is not internal to the bags.

Q11. Will more bags be added if one bag does not have capacity for the flow?

A11. It is not anticipated that the mine water from the two dewatering pilot holes will be put through a single bag. Conveyance of the mine water in temporary piping from each of the pilot hole valves to the sediment bags will be determined by the Contractor. The estimated quantity for the sediment bags is 20, designed to contain approximately 125 tons of sludge, as detailed in the specifications.

Q12. Is there an engineer’s estimate?

A12. The engineer’s estimate is $650,153.

Q13. What is the sediment control for the drilling water during the bore operations?

A13. Drilling water & sediment encountered during the bore operations will be temporarily contained within the bore pit and can be directed to the low point of the sediment bladder containment area. If sediment laden water cannot be collected and piped to a sediment bag, it may be passed through at least one woven belted silt fence prior to discharge to Drews Creek.

DEP2600000006

REVISED SPECIFICATIONS

1. Specification 12.2.12, is revised to include the grade of the 20” casing (ASTM A252, Schedule 30, Grade 3) in the requirements for the casing, and is as follows:

CLARIFICATIONS, NOTES, AND CHANGES

1. Additional insurance information specific to this project site is given per the Construction

Right of Entry Agreement and is as follows:

a. The Contractor is required to carry and maintain (a) Public Liability Insurance and Comprehensive Vehicle Liability insurance with coverage in an amount not less than $5,000,000.00 bodily injury and property damage for each occurrence and not less than $5,000,000.00 aggregate and (b) workers compensation insurance, as required by law, and (c) employers liability insurance in an amount of not less than $1,000,000.00 for each occurrence, which in the case of each such insurance policy shall cover all of its contractor(s)’ acts or omissions on or with respect to the property. Property Owner shall be named as an additional insured under the contractors’ liability insurance policies, and such contractors shall provide to Owner certificates of such insurance each year and upon reasonable request of Owner at other times.

2. Tree clearing shall be performed between November 15th, 2025, and March 31st, 2026.

REVISED BID SCHEDULE (Submitted separately)

1. For bid item “4.2 GRAVEL DRIVE REHABILITATION,” an additional quantity of 375 tons is added to the initial quantity of 125 tons, bringing the total to 500 tons.

2. The increase in quantities and bid estimates directly increase the bid items that are a maximum percentage of the total bid price. The estimate is revised accordingly.

PRE-BID SIGN IN SHEETS
