The Federal Prison Industries program (now operating under the trade name UNICOR) was established in 1934 by an Executive Order issued by President Franklin D. Roosevelt. On
January 1, 1935, FPI officially began operations as a wholly owned corporation of the United
States Government. More than eighty-seven years after its establishment, the program continues to operate at no cost to taxpayers and benefits communities across the Nation creating safer prisons and reducing inmate recidivism. The mission of Federal Prison Industries, Inc. (FPI) is to protect society and reduce crime by preparing inmates with job training and practical work skills for reentry success. UNICOR restores lives by being a thriving corrections program that provides marketable skills and qualifications for inmates to succeed as productive citizens in our communities. We are a diverse, team-based organization where collaboration and respect for the capabilities of all staff and inmates is valued through work that is fulfilling. We deliver a competitive advantage in quality, on-time delivery, service, and cost in an innovative and safe environment that makes us the preferred supplier to our customers. UNICOR has strategic goals:
- Maintain and develop meaningful work and job training opportunities to prepare inmates to become law-abiding citizens; – Ensure the corporation remains financially self-sustaining; –
Prepare our staff to assume positions of greater responsibility by providing quality training and developmental opportunities.
1.2 Objective
Federal Prison Industries (UNICOR) is seeking to enter into an agreement with private sector companies to repair the dust collection system at FCC Coleman – Medium UNICOR
Factory, 846 NE 54th Terrace, Coleman, FL33521.
1.3 Scope
The scope of this contract is to receive services from an offeror with extensive knowledge and experience in industrial air handling systems for balancing of local exhaust ventilation
(LEV) at the FCC Coleman Medium wood factory. This includes ensuring that UNICOR will be brought in compliance with any OSHA mandates such as NFPA 664 (2020) guidelines and
National Fire Protection Policy, 1600.15, which states that building changes must comply with
NFC requirements for new construction. NFPA 664 (2020) states that when collecting combustible dust in a dust collector, there must be a duct isolation device in the inlet duct and the return duct. This can be accomplished with the installation of a No Return Valve (NRV).
Sometimes referred to as an explosion isolation damper. The duct between the dust collector and the NRV, shall be a minimum 12 gauge longitudinally, welded and flanged on the ends. In the event of an explosion in the dust collector, the NRV will stop the propagation of the flame front back into the building. Spark detection/ extinguishing: NFPA 664 (2020) states when a dust collection system collecting sawdust, a spark detection/extinguishing system is required. The spark detection system consists of optical sensors, extinguishing valve and a FM listed control panel. If the control panel receives a signal from the optical sensors, it activates the extinguishing valve to extinguish the spark prior to reaching dust collector. The extinguishing valve shall be connected to the building sprinkler system. Coleman would like to continue forward with safety precautions and would like to implement a two (2) part process, which includes the following:
(1) A one-time balancing of local exhaust ventilation (LEV) ductwork to include resizing, replacement, and repair, for the 4 current dust collection systems already in place. Each of the four dust collection systems were originally engineered for 14,000 CFM each. Over the years, there have been woodworking machines added, relocated, and deleted. Because of this, the systems are in an imbalance condition. An inspection/survey is required for each collection system to determine the total amount of airflow (CFM) that is required, for the woodworking machines on that system. If this amount is greater than 14,000 CFM, then some woodworking machines will have to be moved to the other systems that have less than 14,000 CFM connected to it. System one and two appear to have less than 14,000 CFM connected and systems three and four have more than 14,000 CFM. Once the airflow has been distributed equally throughout the four systems, then an airflow system balance will be required. Offeror shall also include training of UNICOR Employees to adjust required airflow velocities for different type of machines/dust generation.
(2) All repairs and alterations to the dust collection system shall also be maintained by the company awarded this same solicitation, to include service calls as needed. The awarded company will ensure that UNICOR will be brought in compliance with any OSHA mandates such as NFPA 664 (2020) guidelines and National Fire Protection Policy, 1600.15. Offerors shall ensure all current OSHA mandates are in compliance with the most current industry safety standards for the safety of all those we employ. All this will include limiting airborne particulates governed by the governmental agency of Occupational Safety & Health Association (OSHA), and limited due its non-regulatory standard; the American Conference of Governmental
Industrial Hygienist (ACGIH).
Applicable Documents and Certifications: The following documents form a part of this specification to the extent specified herein. Unless otherwise indicated, the issue in effect on date of request for proposal shall apply:
- ACGIH - American Conference of Governmental Industrial Hygienists Compliance
- OSHA - Respiratory Regulations
- NIOSH - National Institute for Occupational Safety and Health
- ABIH- Certified Industrial Hygienist
- BCSP- Certified Safety Professional
Materials shall be new, and all necessary components associated will be the responsibility of the offeror, including his/her subcontractors and engineering assessments.
Any unforeseen and approved additional engineering assessments for system enhancement, such as possible Introduction to a high-efficiency particulate air (HEPA) filtration system or alternate semblances shall be considered.

52.212-2 Evaluation—Commercial Products and Commercial Services. (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Site Visit
• Technical - Ability to meet specifications
• Lead time
• Warranty
• Past Performance
• Price
Site Visit, Technical - Ability to meet specifications, Lead time, Warranty, Past Performance when combined, are equally as important as price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Note this requirement does not have options.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Site Visit – Site visits that were held on May 7, 2024, at 10:00AM, EDT and May 9, 2024, at
10:00AM, EDT.
Past performance - Offeror's will be evaluated on their record of relevant, and recent past performance, from the Business Questionnaires submitted, and/or CPARS information received from past contracts and any additional data obtained by the Government, i.e., current contracts.
Relevant past performance is defined as having a record of actual performance or accomplishment in the servicing and installation of dust collection systems on contracts similar in scope to the requirement being evaluated. Recent past performance information is defined as contracts performed within the last three years.
In evaluating offerors past performance, the Contracting Officer will consider the following:
adherence to contract schedules, cooperative behavior and commitment to customer satisfaction, and the timeliness of performance taking into account excusable delays.
Offerors may provide information on problems encountered on the identified contracts and the corrective action taken. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offerors past performance. Prompt corrective action in isolated instances may not outweigh overall negative trends.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
Technical Evaluation – Ability to meet specifications for the Dust Collection System, adherence to OSHA mandates/guidelines and National Fire Protection Policy, 1600.15, installation plan and specifications.
Lead/install times – Provide best lead time, and best install time frame.
Warranty - Will be evaluated on length of warranty (time frame) to include all parts and service provided by contractor for this solicitation. Offeror(s) shall provide warranty terms for all items proposed in the solicitation document and submit a copy of the written warranty. Offeror(s) agree to assist UNICOR in mitigating its damages due to system failures as a result of faulty work performed.
The Contracting Officer will make award to the offeror(s) whose proposal represents the best overall expected value and that is considered most advantageous to its interests based on the criteria specified in this solicitation. The Contracting Officer will develop a level of confidence assessment rating for each offeror(s). This rating will be used to adjust the Government's evaluation of the offeror' s proposal and may highly influence the determination of which offeror(s) represents the best overall expected value.
Those subfactors, as set forth in "Evaluation Criteria", upon which a comparative ranking of proposals will be based in accordance with relative order of importance accorded each factor:
Poor Unfavorable
Marginal More unfavorable than favorable
Good More favorable than unfavorable
Excellent Entirely favorable
Offeror(s) are advised that the Government intends to evaluate proposals and award without discussions. Therefore, the initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Tradeoff Process: It may be in the governments best interest to consider award to other than the lowest priced offeror(s) or other than the highest technical rated offeror(s). This process may include tradeoffs among cost/price and non-cost factors and allows the Government to accept other than the lowest prices proposal if the perceived benefits of the higher priced proposal are determined to merit the additional cost.
If any part of a standard government sow has been inadvertently omitted, it's to be construed and understood that the omission will still be bound regardless of the omission.
