About this file

This is a Questions and Answers document (Amendment 0001) for solicitation FLT0018-26, addressing clarifications on vehicle leveling kits and skid plates required by UNICOR, Federal Prison Industries, Inc.

The Government intends to award all eight line items to a single offeror and will not consider partial offers or split awards by line item. The solicitation covers leveling kit items (100001-100006) and skid plate kit items (100007-100008). Regarding the skid plate kit, dimensional drawings and CAD files will not be provided due to proprietary vendor components; however, commercially available equivalents are acceptable if they meet minimum requirements and provide adequate vehicle protection. Test fitting of skid plates on a 2026 Ford F-150 Crew Cab 4x4 will be available at Bastrop or Victorville locations within 60 days of award, with first order delivery expected within 90 days. Access to federal facilities requires National Crime Information Center screening, and individuals must comply with security protocols including escorted access and weapons/narcotics prohibition. The 60-day delivery requirement refers to 60 working days excluding weekends. A previously required Credit Release Form submission has been removed via Amendment 0001. The correct NAICS code is 336330 (Motor Vehicle Steering and Suspension Components), and the Economic Price Adjustment provision applies to the supply contracts if manufacturer model-year changes increase established commercial kit prices. Bid samples are not anticipated prior to award but may be requested at the Government's discretion with specific instructions provided if needed. Section B of the solicitation is confirmed complete with all contract line items, specifications, testing requirements, and pricing schedules included.

QUESTIONSANSWERS
Part I states that the Government intends to award to one offeror. Will the Government consider offers on individual line items or groups of line items rather than all eight items, and may award be made by line item to more than one offeror? Specifically, may an offeror propose on the leveling kit items (100001 through 100006) without proposing on the skid plate kit items (100007 and 100008), or vice versa? If partial offers are not acceptable, please confirm that an offer must cover all eight line items to be considered responsive. The Government intends to award all line items to a single offeror. If the Government decides to change the solicitation to permit multiple awards, the RFQ would be amended as appropriate.
SKID PLATE KIT TECHNICAL DATA (PLT0631-26, Items 100007 and 100008)

The Section B specification for the skid plate kit identifies material thicknesses, finishes, and hardware, but does not provide dimensional drawings for the eight fabricated components (Crossmember Plates 1 through 4, Front Skid Plate, Front Axle Skid Plate, Transmission Skid Plate, and Transfer Case Skid Plate) or for the drop brackets and proprietary components referenced as BF-NOS-05M, BF-NOS-012, and BF-DB-05.

a. Will the Government provide dimensional drawings, CAD files, or a technical data package for these components?

b. Is a commercially available equivalent acceptable for the skid plate kit, as it is for the leveling kit items? The skid plate specification does not include "or equivalent" language, while items 100001 through 100006 do.

c. Please identify the source or manufacturer of the referenced BF part numbers, or confirm whether these are proprietary to a current supplier.1) Dimensional drawings and CAD Drawings will not be provided due to vendor's proprietary components. No additional technical data will be provided outside the description listed in the solicitation. 2) A commercial equivalent will be acceptable if it meets minimum requirements listed in description and provides adequate protection of the vehicle to reduce vehicle maintenance. 3) Skid plates must cover all four locations. 4) Parts are proprietary components.
The specification for item 100007 states that the material must be test fitted before bulk ordering to ensure vehicle compatibility. Will the Government make a 2026 Ford F-150 Crew Cab 4x4 available at Bastrop or Victorville for test fitting, or is the offeror expected to source a test vehicle independently? Please also confirm the expected timing of any test fit relative to award and first delivery order.1) Vehicles will be available for test fitting in Bastrop or Victorville.

2) Individuals gaining access to federal grounds will be required to clear a National Crime Information Center screening prior to arrival.

3) When entering the facility, all individuals consent to searches of their persons and/or property at any time while on grounds.

4) Weapons and narcotics are prohibited.

5) Tools and computers are only authorized with prior approval.

6) Cell phones are required to remain in the vehicle while walking around on-site.

7) Individuals must be escorted at all times and are only permitted to talk to UNICOR or BOP staff while walking on grounds.

8)If the contract is awarded, forecasts will be submitted periodically prior to large POs to afford additional time for procuring necessary material. These forecasts will be provided after the initial orders are submitted by the Contracting Officers.

9) The first test fitting is expected within 60 days, and first order delivery is expected within 90 days of award date.

Part IV lists a Credit Release Form among the required proposal documents. This form was not included in the solicitation package posted. Please provide the form, or confirm where it may be obtained. This requirement will be removed via Amendment 0001.
Part I states that a Purchase Description applicable to this solicitation covers "various cord and drawstrings." This does not appear to relate to the items in Section B. Please confirm whether this reference is in error or whether a separate Purchase Description applies. The "various cord and drawstrings" language is an error.
The Economic Price Adjustment provision is written in terms of commercial retrofit services performed on motor vehicles subject to annual model year changes. This solicitation is for the supply of kits rather than the performance of retrofit services. Please confirm how the provision applies to a supply contract, and whether an offeror may request an adjustment based on an increase in its established commercial price for a kit resulting from a manufacturer model year change.Yes. Although the clause references commercial retrofit services, the intent is that the Economic Price Adjustment (EPA) provision applies to the contract line items for the kits. An offeror may request an EPA in accordance with the clause if a manufacturer model-year change results in an increase to its established commercial price for the applicable kit.
Please confirm whether bid samples are anticipated to be requested prior to award, and if so, the expected quantity, the items involved, and whether samples are returned or purchased. The Government does not anticipate requesting bid samples prior to award. However, the Government reserves the right to request bid samples from any or all offerors prior to award, or from the successful awardee after award, if determined necessary. If bid samples are requested, the Government will provide the applicable item(s), quantity, and instructions at that time.
egarding the 60-day delivery requirement, does this refer to 60 calendar days, including weekends, or 60 working days, excluding Saturdays and Sundays, since our company does not operate on weekends?60 working days
The solicitation references NAICS Code 3363330 in one section. Can you please confirm whether the correct NAICS Code is 336330 – Motor Vehicle Steering and Suspension Components?NAICS 336330 is correct.
Can you please confirm that the complete Section B, including all contract line items numbers, specifications, testing requirements, and the pricing schedule, is included in the solicitation package and that no pages or attachments are missing?Section B is complete, no pages are missing.
Will offerors be required to submit a physical skid plate or spacer as part of the technical evaluation, or will the evaluation be based solely on the technical documentation provided with the proposal? If samples are requested, offerors will be notified and provided with submission instructions via email.
