About this file

This document is a Request for Responses (RFR) issued by the Massachusetts Department of Mental Health (DMH) seeking qualified provider organizations to deliver home and community-based Clinical Services, Parent/Caregiver Peer Support, Young Adult Peer Mentoring, and Therapeutic Support Services. The services will be provided within the context of a Flexible Support Team, Flexible Support Group, or through Individual Practitioners. Responding organizations must complete various categories in the proposal requirements chart, including general qualifications, modalities, and the specific service areas they are seeking to provide. Proposals must not exceed 15 pages in total, with page limits specified for each category. The RFR outlines requirements for information technology, privacy and security, data collection, quality improvement, staffing, and implementation planning.

The RFR does not provide specific pricing terms or set-asides. It is intended to establish a pool of qualified providers to deliver the Flexible Support Services, which will be further defined in individual Statements of Work negotiated with DMH. The RFR does not mention any incumbent providers or specify funding sources, but indicates the services will be provided within the DMH system to serve youth with serious emotional disturbance or mental health challenges.
