About this file

This is a Questions and Answers document from the Illinois Department of Central Management Services regarding RFP 24-416CMS-BOSS4-B-44478 for Fitness Center Management at 555 W. Monroe in Chicago. The document addresses questions about a 5-year concession contract for managing and operating a fitness center facility for state employees. The facility is currently non-operational but contains existing fitness equipment that came with the building when purchased by the State in 2021. Access will be limited to State of Illinois employees at the 555 W. Monroe location through an employee badge system with card readers.

The contract is structured as a concession agreement where the awardee will be responsible for paying monthly rental fees to the state and will incur all operational costs over the 5-year term. The facility maintenance is partially handled by the state for building-related repairs when feasible. The current equipment is maintained by eFit under an existing service contract. The RFP includes a 5% Business Enterprise Program (BEP) goal, requiring subcontractors to be BEP/VBP certified at time of bid opening. Notable operational details include: no WiFi provided by the building, ADA-compliant entry doors, and potential negotiations regarding equipment inventory upon award. Pricing will be evaluated based on highest/best offer for lease payments, with consideration of qualifications, reputation, and other relevant factors.
