PERFORMANCE WORK STATEMENT (PWS)

NATIONWIDE ELECTRONIC SECURITY SYSEMS (ESS) LIFECYCLE SUPPORT

Part 1

GENERAL INFORMATION

1. INTRODUCTION: The United States Secret Service Technical Security Division (USSS TSD) provides full life-cycle support for and decommissioning of physical security systems at USSS controlled sites throughout the United States, to include Alaska, Hawaii, Guam, and Puerto Rico. The United States are subdivided into six regions: Washington DC District, Los Angeles District, Dallas District, Chicago District, Miami District, and New York District (see Part 6 for breakdown of regions).

This is a non-personal services requirement for physical security system lifecycle support throughout the United States. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Scope: The contractor shall help the USSS achieve its mission to provide fully operational Electronic Security Systems (ESS) and life-cycle support of each system by providing all personnel, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the below-listed services as defined in this PWS, except for those items specified as Government Furnished Equipment (GFE). The contractor shall also provide full technical support for corrective maintenance of these systems. Any changes or deviations to this requirement must be submitted to the Technical Security Representative (TSR) or Contracting Officer’s Representative (COR) and approved in writing by the Contracting Officer (CO). Due to the varied nature of the work and the requirements for technical subject matter experts, it is expected that the contractor may subcontract some of the tasks required by this initiative. All components shall be installed as specified in this document or the Task Order (TO). If a conflict exists, the TO takes precedence. Overall scope includes:

• Installation of turnkey ESS, which includes Access Control Systems (ACS), Intrusion Detection
