About this file
This document is a Questions and Answers (Q&A) file for a United States Secret Service (USSS) Electronic Security Systems (ESS) Lifecycle Support Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The requirement is a 100% small business set-aside under NAICS 561621 for Security Systems Services, with a five-year ordering period and a $30,000 guaranteed minimum for the entire IDIQ contract. Key requirements include nationwide staffing capability for electronic security system installation, maintenance, and lifecycle support, with mandatory OEM certifications for Axis, Genetec, Identiv, and DMP systems.
Notable details include a Public Trust background check requirement for all contractor personnel, mandatory OEM certifications at proposal submission, and specific technical approach expectations. The solicitation requires resumes for Program and Project Managers, and contractors must demonstrate capability to support six regional districts (DC, LA, Dallas, Chicago, Miami, NY). The contract will involve Electronic Access Control Systems (ACS), Intrusion Detection Systems (IDS), and Video Management Systems (VMS), with integration and installation services. All staff must have completed Public Trust adjudication at the time of proposal, and the government anticipates awarding a single-award IDIQ with task orders to be determined on an as-needed basis.
