About this file
This is a Solicitation Modification document issued by the Commonwealth of Kentucky's Division of Waste Management for a Soil Analysis Service Agreement (RFB 758 2300000313). The modification, Version 5, was issued on December 6, 2022, with a solicitation closing date of December 13, 2022, at 1:30 PM. The primary service involves providing passive sub-soil vapor phase sampling devices and analytical services, with an approximate annual usage of 300 samplers for analysis. Four line items are specified: Analysis of Field Samples and Trip Blanks (300 units), Shipping Charges (30 shipments), and PSG Samplers (300 units). Vendors must be National Environmental Laboratory Accreditation Program (NELAP) certified and capable of analyzing passive soil-gas samples using EPA methods 8260C or TO-17. Analytical reports must include narrative with QA/QC program findings, laboratory data in units of ug/m³, chain of custody documentation, and optional color isopleth maps, with all reports due within 15 business days of sample receipt. The vendor must analyze 24 specified compounds including vinyl chloride, various dichloroethenes, benzene, toluene, and chlorinated hydrocarbons.
The vendor is responsible for all shipping costs to and from the Kentucky Division of Waste Management at 300 Sower Boulevard, 2nd Floor, Frankfort, KY 40601, via FedEx, and will invoice the agency for reimbursement. Sampling devices must fit within pre-drilled 1-inch diameter drill holes with detailed installation instructions and any specialized equipment included. The capability to plot results on color distribution maps is preferred but not required. Bidders must submit best price information and years of experience according to the submission checklist. All offers are subject to terms and conditions contained in Attachment A and any subsequent addenda. The modification changed the evaluation criteria response type for price from "Number" to "None," and contact for additional information is Evelyn Osborne at 502-564-0552.
