Soil Analysis Service Agreement Summary
This is a Solicitation Modification document (Version #3) issued by the Commonwealth of Kentucky's Division of Waste Management for a Soil Analysis Service Agreement (RFB 758 2300000313). The solicitation requests vendors to provide passive sub-soil vapor phase sampling devices and comprehensive analytical services for soil-gas samples. The solicitation includes three primary line items: PGS Sampler devices designed to fit within pre-drilled 1-inch diameter drill holes, analysis of field samples and trip blanks (300 units annually), and shipping charges for sample transportation to and from the Kentucky Department for Environmental Management located at 300 Sower Boulevard, Frankfort, Kentucky. The solicitation was issued on December 1, 2022, with a closing date of December 8, 2022, at 1:30 PM. This modification was issued to respond to vendor questions.
Vendors must be National Environmental Laboratory Accreditation Program (NELAP) certified and capable of analyzing passive soil-gas samples using EPA Method 8260C or TO-17 for 24 specified volatile organic compounds, including vinyl chloride, trichloroethene, tetrachloroethene, benzene, and naphthalene. Analytical reports must be delivered electronically within 15 business days of sample receipt and include narrative documentation, quality assurance/quality control programs, chain of custody documentation, and optional color isopleth maps. Vendors must provide detailed sampling instructions and specialized equipment necessary for installation in their submissions. The submission checklist requires vendors to provide best pricing and years of experience documentation, with all bids subject to terms and conditions outlined in Attachment A.
