About this file
This is a Letter of Intent to Perform as a Subcontractor/Supplier form for the City of St. Petersburg's Machine Shop Services procurement (IFB-26-215). The City is soliciting bids for machine shop services on an as-needed basis to support municipal operations, primarily for the Water Resources, Sanitation, and Fleet Management Departments. The scope of work includes machining and repair of pumps, compressors, blowers, and aerators; fabrication and welding of structural steel components; refurbishing filter tanks; fabricating aluminum back plates and stainless steel cap covers; repairing stainless steel mixers; fabricating and installing powder-coated guardrails; and fabricating and installing equipment enclosures. The solicitation was released on April 15, 2026, with questions due by April 30, 2026, and a bid response deadline of May 19, 2026, at 3:00 PM through the OpenGov Procurement portal. All submissions are required through the portal, and the City will award contracts to both primary and secondary vendors to ensure service capacity and continuity.
The form documents certified Business Enterprise participation, allowing prime contractors to utilize Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs) as subcontractors and suppliers. Vendors must provide detailed hourly labor rate proposals for machinists, welders, and helpers at various service levels, including regular business hours, night shifts, and premium hours, along with parts and materials pricing with a 15 percent markup. Vendors must demonstrate a minimum of five years of experience in machine shop services and provide references from at least three previous customers. A bid bond equal to five percent of the total bid value and performance and payment bonds equal to 100 percent of the bid amount are required. The initial contract term is three years with options to renew for two additional one-year periods under mutually agreed terms. Up to 80 percent of contract work may be subcontracted to first and second tier subcontractors only, and vendors must comply with Florida statutory requirements including E-Verify participation and corporate registration.
