The solicitation, released on April 15, 2026, seeks qualified vendors to provide machine shop services on an as-needed basis to support municipal operations, primarily for the Water Resources, Sanitation, and Fleet Management Departments. Required services include machining and repair of pumps, compressors, blowers, and aerators; fabrication and welding of structural steel components; refurbishing filter tanks; fabricating aluminum back plates and stainless steel cap covers; repairing stainless steel mixers; and fabricating and installing powder-coated guardrails and equipment enclosures. Vendors must demonstrate a minimum of five years of experience in machine shop services with capabilities in precision machining, fabrication, dynamic balancing, and multi-metal welding. The City will award contracts to both a primary and secondary vendor to ensure service capacity and continuity. Questions are due by April 30, 2026, with a bid response deadline of May 19, 2026, at 3:00 PM through the OpenGov Procurement portal. The initial contract term is three years with options to renew for two additional one-year periods under mutually agreed terms.

Prime contractors unable to meet Business Enterprise participation goals must complete Form B by documenting good faith efforts including at least one monthly outreach event, solicitation responses and all Business Enterprise quotes received, lists of unavailable Business Enterprises with supporting documentation, attendance at outreach events conducted by the Office of Supplier Development (727-892-5351 or OSD@stpete.org), and effective utilization of available SBE offices and recruitment organizations. Vendors must provide detailed hourly labor rate proposals for machinists, welders, and helpers at various service levels with parts and materials pricing at a 15 percent markup. Up to 80 percent of contract work may be subcontracted to certified Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs). Vendors must obtain a bid bond equal to five percent of the total bid value and performance and payment bonds equal to 100 percent of the bid amount, maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Commercial Automobile Liability insurance of $1,000,000 combined single limit.
