About this file

This is a Statement of Work (SOW) for carpet flooring replacement services at the U.S. Coast Guard Facilities Design & Construction Center (FD&CC) in Seattle, Washington.

The contractor shall remove and replace approximately 7,422 square feet of existing carpet tiles on the 26th Floor of the Jackson Federal Building, including removal of the rubber wall base and thorough cleaning of the subfloor. The contractor must install new, client-specified carpet tiles following the manufacturer's recommended guidelines and install new 4-inch rubber wall base along all walls. All work shall be performed by licensed contractors registered in sam.gov. The project is located at 915 2nd Avenue, Room 2664, Seattle, WA 98174, with a work order number of January 2026 and work order number 12345. The contractor shall complete all work within 120 calendar days from the award date during normal working hours (M-F 0600-1700), with after-hours work requiring Contracting Officer approval. Work must be performed during the gap between furniture removal and replacement, coordinated with the Coast Guard and separate furniture vendor, to enable carpet replacement on an open floor area. The contractor is responsible for ensuring compliance with all ICC, Coast Guard Regulations, and local regulations. Within 10 days after award, the contractor shall conduct a kick-off meeting and submit a roster of personnel, construction progress schedule including major milestones, safety plan addressing hazards specific to the contract work, and product data sheets for all manufactured items. The contractor warrants all goods, systems, equipment, designs, and work shall be free from defects and faulty materials, with a warranty period of one year or the manufacturer's standard warranty, whichever is longer. A final walkthrough and inspection will be conducted upon project completion to ensure all work meets agreed-upon standards.
