About this file

This is a Questions & Answers document for federal contract opportunity 70Z03326Q2019000003, updated July 1, 2026. The document addresses four clarifying questions regarding a carpet tile and rubber wall base removal and replacement project.

The Government has not provided exact linear footage for rubber wall base/cove base removal and replacement, nor has it provided a detailed floor plan identifying the specific 7,422 square feet of work areas. Offerors are expected to use standard flooring estimating practices and observations from the site visit to determine quantities for bidding purposes. Walk-off mats are not explicitly required by the scope of work but may be necessary as incidental protective measures under FAR 52.237-2 to avoid damaging existing buildings and equipment; any associated costs should be included in the base bid. The Period of Performance is 120 calendar days from notice to proceed, with carpet replacement work scheduled during a gap between furniture removal and replacement activities managed under a separate contract with the Coast Guard's furniture vendor. While the solicitation references August 31, 2026, as a completion date, the actual work window will be coordinated with the Government and furniture vendor. Offerors should propose a schedule demonstrating completion capability within 120 calendar days and note flexibility to coordinate with the Government's final work window.

Questions & Answers for 70Z03326Q2019000003 Updated: 01 July 2026

The SOW identifies approximately 7,422 square feet of carpet tile to be removed and replaced. Can the Government provide the approximate linear footage of rubber wall base/cove base required for removal and replacement? The current documents identify removal of existing rubber wall base, but we do not see a linear footage quantity provided.

At this time, the Government does not have the exact linear footage of rubber wall base/cove base available. OƯerors are expected to use standard flooring estimating practices to determine the required quantity for bidding purposes.

Additionally, please refer to observations made during the site visit to inform your estimate.

Can the Government provide a floor plan with the exact work area highlighted or otherwise identify the specific rooms/areas included in the 7,422 square feet? We understand the stated carpet quantity is approximately 7,422 square feet; however, to ensure accurate pricing for carpet tile, adhesive, floor preparation, and rubber wall base, it would be helpful to have the actual limits of work clearly identified on the floor plan.

A floor plan with the exact work area highlighted is not available for distribution at this time. OƯerors who attended the site visit had the opportunity to view the work areas firsthand. Please use the information gathered during the site visit, along with the details provided in the solicitation, to prepare your proposal.

Please confirm if the contractor will be required to provide walk-oƯ mats at the three entrances to the suite?

The current scope of work does not specifically require the provision or installation of walk-oƯ mats at the suite entrances. However, in accordance with FAR 52.237-2, Protection of Government Buildings, Equipment, and Vegetation, the contractor shall "use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation."

Contractors are responsible for protecting surrounding areas and limiting damage during the course of work. If walk-oƯ mats or other protective measures are necessary to fulfill this responsibility, contractors should include them as incidental to the work. Any costs associated with such protective measures should be included in the base bid.

The requirements for the schedule show August 31, 2026 as the completion date. However, the SOW states that the Period of Performance (PoP) is 120 days. Assuming 15 days from proposal due date to award, 120 calendar days would be November 19, 2026. Please confirm if the schedule should reflect this?

The SOW specifies a 120-calendar-day period of performance from award, but also notes that carpet replacement must be performed in the gap between furniture removal and replacement, which is managed under a separate contract with a separate vendor. The final work window will be coordinated with the Coast Guard and their furniture vendor to ensure the carpet can be removed and installed in an open floor area. While the solicitation references August 31, 2026, as the completion date, the actual schedule will depend on coordination with the furniture removal and replacement activities. Please propose a schedule that demonstrates your ability to complete all work within 120 calendar days from notice to proceed, and note your flexibility to coordinate with the Government’s final work window.
