About this file

This is a Questions and Answers document for federal contract 70Z03326Q2019000003, updated June 26, 2026, addressing contractor inquiries regarding carpet replacement and base molding work on the 26th floor of a GSA facility.

The project involves carpet tile replacement and rubber cove base installation in an open floor area following furniture removal by a separate vendor. Work must be completed during normal business hours (Monday-Friday, 0600-1700), with after-hours work permitted only upon Contracting Officer approval. The entire suite will be vacated for the duration of the period of performance, with specific furniture remaining: conference room tables and chairs, approximately 50% of drywall office furniture, and 10-15 pieces of movable shelving and filing cabinets. Carpet tile adhesive and cove base adhesive must be zero VOC; wet glue installation is required (LokDots installation method is not permitted). A 4.5-inch cove base may be used if there is no cost difference to the 4-inch option. Attic stock of 2% of total carpet tile and cove base quantities must be provided, with exact quantities determined by the Coast Guard. When removing existing rubber cove base, contractors must prevent drywall damage; unavoidable damage requires a unit price add/alternate for drywall patching. Contractors must cut around active floor power boxes as closely as possible; GSA's electrician will handle de-energizing and re-energizing circuits. Loading dock access is available for material and debris loading/unloading, with possible dump trailer permission (no dumpsters) and 1-2 parking spots at Level 3 to be confirmed with GSA. Freight elevator access is available. Contractors may store tools and materials on-site, access 110V power from office wall outlets, and use office kitchen sinks and hallway restrooms. A USCG representative will be present on-site at all times; no additional escorts are required. On-site superintendence is not required but the prime contractor remains responsible for proper supervision to meet contract standards and ensure work quality and safety.
