The Phase-in Plan describes the Contractor’s planned activities associated with contract phase-in beginning with pre-award activities to contract award to when it is ready to provide Air Traffic Control (ATC) services to when it will achieve its full operating capability at all Federal Aviation Administration (FAA) Contract Tower (FCT) locations within the assigned area.
4. DATA REQUIREMENTS
Reference: Statement of Work (SOW) Paragraph C.4.2
Required Contents:
The Phase-in Plan must contain the following information at a minimum:
1. Introduction
Introductory material that explains the purpose of the document and provides relevant background information
2. Phase-in Timeline
Detailed timeline of planned phase-in activities from pre-award through when the Contractor will achieve full operating capability at all FCT locations within the assigned area

3. DESCRIPTION/PURPOSE
For each Federal Aviation Administration (FAA) Contract Tower (FCT) location within the assigned area, the Monthly Area Facility Report provides a summary of the number of authorized employees, the number of on-board employees as of the end of the month, the number of facility-rated personnel as of the end of the month, the total number of Full-Time Equivalents (FTEs) and hours worked (End of the Month).

Required Contents:
The Monthly Area Facility Report must contain the following information at a minimum:

Required Contents:
The Staffing Plan must contain the following information at a minimum:
The proposed number of employees per labor category to meet the Air Traffic Control (ATC) requirements at each FCT location within the proposed FCT areas.
Description of how the offeror will accommodate fluctuations in the availability of its ATC staff.

The Facility Security Plan must be completed in accordance with the instructions contained in the United States (U.S.) Department of Transportation (DOT), FAA current fiscal year Security Authorization Handbook and the Air Traffic Organization (ATO) ISS Program Office Facility Security Plan Template.
Phase-out Plan

The Phase-out Plan describes the Contractor’s planned activities associated with contract phase-out when the assigned Federal Aviation Administration (FAA) Contract Tower (FCT) area is being transitioned to a different contractor.
4. DATA REQUIREMENTS
Reference: Statement of Work (SOW) Paragraph C.4.10
Required Contents:
The Phase-out Plan must contain the following information at a minimum:
1. Introduction
Introductory material that explains the purpose of the document and provides relevant background information
2. Phase-out Timeline
Detailed timeline of planned phase-out activities from the announcement of a successor contract to when ATC operations are fully transitioned to the new contractor
3. Phase-out Approach
Description of how the Contractor will ensure continuity of ATC operations at all FTC location in the assigned area throughout the phase-out period
4. Inventory Management
Description of the Contractor’s approach to ensure that all Government-provided equipment is properly accounted for and transferred back to the Government
Description of the Contractor’s approach to ensure all Contractor-owned material will be removed in a timely manner so as not to interfere with the transfer of operations to the new contractor
Description of the Contractor’s approach to inventorying all FCT-required files and records and providing them to the Government or the Airport sponsor (as applicable)

3. DESCRIPTION/PURPOSE
This deliverable provides the materials presented by the Contractor during the conduct of a Quarterly Program Review (QPR).
4. DATA REQUIREMENTS
Reference: Statement of Work (SOW) Paragraph C.4.1.1
Format: Contractor format is acceptable
Required Contents: The QPR Presentation Materials must provide the status of contract activities performed and services delivered during the period of performance covered by the review. The topics must include, but are not limited to:
Quarterly and year-to-date metrics summarizing the air traffic services provided in compliance with the H.14 clause
Staffing levels Contractor’s Corporate accomplishments since the previous review (i.e. Site visits, inspections, Air
Traffic Management (ATM) Conferences) Contractor’s Corporate plans for the next 90 days (i.e., Site visits, inspections, ATM Conferences Any risks, issues, and concerns that should be brought to the Government’s attention Recommended actions to mitigate any risks, issues and concerns that are identified
The Contractor must provide the Government with a final draft electronic copy of all presentation materials for the QPRs three (3) business days prior to the QPR.
