About this file
This document is a Frequently Asked Questions (FAQ) No. 1 file issued by the Oregon Housing and Community Services Department (OHCS) on March 4, 2026, in response to prospective applicants' inquiries regarding RFA #S-91400-0001609 (#9186) for Language Access Community Outreach & Engagement. The RFA seeks applications from organizations to provide language access services and community outreach and engagement activities designed to increase accessibility to homeownership programs for underserved populations, including communities with limited English proficiency, American Sign Language speakers, and persons with disabilities. The anticipated award period runs from June 2026 through June 30, 2027. Organizations may apply for language access services, community outreach and engagement, or both services in a single application. Applicants must demonstrate that they are providing or planning to provide homeownership services that support home purchase and retention, though partnerships with existing housing counseling providers are not required. The maximum grant amount per award is $70,000.
Eligible activities under the language access category include translating homeownership program and outreach materials into non-English languages, providing interpretation services, developing language access plans, and adding closed captions or subtitles to videos. Translation services must be provided by professional translators with formal qualifications such as American Translator Association certification or verifiable paid translation work experience for nonprofit organizations, educational institutions, social service agencies, or public bodies; however, case-by-case exceptions may be granted in areas with limited translator availability. Administrative costs are capped at 15 percent of the grant award, and staff costs may be included in program expenses when directly related to approved project activities. Applicants should conduct their own research and develop language access plans and outreach materials independently; OHCS does not provide templates or materials. Organizations serving tribal communities or those serving populations above 120 percent of Area Median Income (AMI) may apply provided they also serve households at or below 120 percent AMI. The RFA indicated that addenda would follow and clarified that technical support for Oregon Buys platform issues should be directed to the platform's vendor support team.
