About this file

This is an addendum to Request for Applications (RFA) #S-91400-00016009 (#9186) issued by the Oregon Housing and Community Services Department on February 25, 2026. The addendum modifies the original RFA for the Homeownership Language Access/Community Outreach & Engagement program. The RFA seeks applications from organizations to provide culturally and community-specific homeownership services targeting underserved populations, which are defined as populations with a shortage of or obstacle to homeownership services based on ethnicity, race, minority factors, culture, place of origin, or other characteristics. Applicants must demonstrate their track record serving target populations, provide a detailed project overview with key activities and intended impact, show alignment with agency mission, demonstrate community-informed planning, describe organizational capacity and staff qualifications, and define success metrics with data collection methods. The evaluation is based on 1,100 total possible points, with a minimum score of 70 required for eligibility. Project Overview & Alignment comprises 650 points, Workplan and Expected Outcomes comprises 35 points, and Estimated Budget comprises 15 points, with responses limited to 400 words maximum for each criterion section.

The addendum specifies eligibility requirements for organizations providing services to specific underserved populations including racial or ethnic communities, non-English language speakers, people with disabilities, farmworkers, U.S. veterans, residents of marina or manufactured homes, immigrants and refugees, and LGBTQIA+ identified individuals. The scoring rubric provides detailed guidance for evaluating Target Underserved Population(s) (10 points), Project Overview (10 points), and Alignment with Mission (10 points), with score ranges from 0-1 to 8-10 corresponding to response quality from minimal clarity to strong, detailed submissions. The grant agreement incorporates compliance requirements with federal, state, and local laws and includes anti-discrimination provisions based on race, color, national origin, religion, sex, disability, familial status, sexual orientation, gender identity, marital status, age, and other protected characteristics.
