About this file

This evaluation criteria document outlines the scoring framework for the City of St. Petersburg's Faith Community Housing Assistance Consultant procurement (RFQ No. 26-165). The evaluation prioritizes demonstrated experience delivering community-based training on affordable housing development and engagement with faith communities, weighted at 29 points, with equal emphasis on the qualifications and technical competence of the proposing agency and staff at 29 points. Additional evaluation components include the firm's capacity to accomplish the work and program design, weighted at 19 points; past performance on similar contracts at 9 points; and a detailed budget submission at 8 points. The consultant will support the City's Yes In God's Back Yard (YIGBY) initiative by providing targeted workshops and technical assistance to houses of worship exploring affordable housing development. Responses were due on March 19, 2026, at 3:00 PM, with a one-year initial contract term and one optional one-year renewal available upon satisfactory performance.

The evaluation criteria include incentive points for certified minority-owned, women-owned, and small business enterprises, each worth 2 points of the total 100-point scoring framework. Proposers are encouraged to utilize a voluntary Subcontractor Utilization Plan to increase participation from these enterprise categories, though no minimum participation levels are required and proposers indicating zero participation will not be deemed non-responsive. The solicitation requires proposers to demonstrate a minimum of three years' experience in community engagement, training, and technical assistance to nonprofit or faith-based organizations, with key personnel holding five to ten years of applicable experience completed within the past five years and preferably holding a bachelor's degree in public administration, community development, finance, or social work. Compensation is structured according to services pricing with comprehensive insurance requirements, including commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, and all proposers must register with the Florida Department of State Division of Corporations and comply with E-Verify requirements.
