Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction

- Bobrick Classic Series, Extra Heavy Duty shower curtain rod. B-6047, Forty Eight (48") inch Wide X Seventy Two (72") High or equal.

- Bobrick Stainless Steel shower curtain hooks, 204-1, and Bobrick vinyl shower curtain. 204-3 or equal

(4) Justification for restricting consideration to a brand-name item:

The IFS are a list of standards for Hanscom AFB and will benefit the Government in a number of different ways, such as it will save money and resources in only having to stock and keep on hand the same products from the list. Also, the standards will help in the bidding process and during contract performance, as the contractors will bid and work with the same products, as well as make it more cost effective/efficient for contractors to be able to replace/repair the same products over and over. These standards allow the Government to have complete control over requirements and design finishes.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

The Government has done a independent cost estimate for the project, completed by the Civil Engineering team. The Government will compare proposed costs to the IGE, to determine the price to be fair and reasonable. Also, all task orders on the MACSPO contract will be competitive and a price analysis will be completed to determine costs fair and reasonable, as determined by the price range set by the competition.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

No actions will be in place to overcome barriers. These standards are universal across Hanscom AFB and by deterring from the standards it would effectively limit the ability of the Government to control the aesthetic design of Government facilities which will lead to uncoordinated and clashing project finishes.
