About this file
This document includes a statement of work outlining requirements for a digital data control panel (DDCP) to monitor sewage sump pumps at a federal facility, along with a related federal contract opportunity notice. The statement of work calls for installing a new DDCP panel near an existing status panel to monitor the status of each sump pump using float switches and current transformers. The DDCP will control pump output relays, track runtimes, and create notifications for issues. A graphic display will show the status of all pumps. The federal contract opportunity is to replace sewage and storm lift stations and piping at a Jacksonville air traffic control center. The small business set-aside contract has a value between $500,000 and $1 million, requires payment and performance bonds, and offers are due by April 30, 2024. A site visit is scheduled for March 26 and all attendees must be registered in advance.

Below are the details of the monitoring and control DDCP we request added to the EMH project.
Purpose: Overall monitoring of the status of each EMH sump pump.
Recommendation:
Presently, all EMH sumps are monitored at a status panel in the Power Services Building, Room
102. The following is recommended for both operation and construction.
• Controls:
o Install a new DDCP panel, located adjacent or near the same location, as the current status panel.
The panel must be constructed and designed matching the standard
DDCP panel design used at ZJX.
The panel will utilize the same model ASB controller, wiring, I/O modules, and power supply layouts (where applicable), as is typical at
ZJX.
The panel will be supported by the same type and rating of UPS as those used in the DDCPs at ZJX and monitored with the same methods (relay monitor card).
Power must be supplied by the nearest 208/120 panel, or reuse the power supplied to the old status panel.
Individual pump power circuits shall be separate of the control power circuit.
Network connections (category 5e ethernet or better) shall originate at the Fuel System DDCP Cabinet #1, and connect to the network switch within said cabinet, the new DDCP shall have a network switch matching that of typical of ZJX DDCPs.
The DDCP cabinet will be known as DDCP-35 All sump pumps other than K1 will report to this new DDCP.
o Sump K1 will report back to existing DDCP-24 in room B114.
Sump K1 will utilize the available input and output ports of DDCP-24.
• Operation:
o The DDCP will activate the pumps via an appropriately sized relay for the motor size. The relay will receive a trigger signal from a digital output of the DDCP.
o The DDCP will monitor the float switch of each EMH and use that data to control the pump output relays.
o The DDCP will monitor the pump run status via a current transformer clamp and create notifications in the event a pump is called but load is not observed by the current transformer.
o The DDCP will track the runtime of each pump, maintaining an average run time per cycle, and a lifetime runtime.
o The DDCP will create a notification if the current cycle runtime exceeds the average runtime by 50%.
The DDCP will have a graphic created to monitor all sump pumps in the facility from one page, enumerating each pumps status, run times, and alarms.
