THE FOLLOWING ARE RESPONSES PROVIDED TO CONTRACTOR RFIS:
RFI #
1. Can the period of performance be extended after award once the equipment lead times are confirmed due to current market conditions for the equipment for this project?
2. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
3. Are there any phasing requirements or can multiple pumps be changed out at the same time?
4. Can "noisy work" be clarified? We want to make sure that none of the required work will need to be conducted after normal working hours.
5. Please confirm if BACnet controls are to be added to the current scope of work and please provide specification/ revised sow and drawings?
6. Drawing E101(general note 2) How much information Does the FAA desire to satisfy the conduit identification effort? Photos, AutoCAD as built drawing, scan each manhole, perform utility locate to confirm piping details?
RESPONSE #
1. Response: The Notice to Proceed will not be issued until the equipment is either delivered or a confirmed delivery date has been received. The POP will start once the NTP is issued.
2. Response: The Super and QC mgr. can be the same person; however, the Site Safety Health Officer (SSHO) needs to be someone who’s primary job is to be the site safety person and must have to be 30
hr. OSHA trained
3. Response: Only one pump to be changed at a time.
4. Response: No work required after normal duty hours.
5. Response: BACnet will be added.
6. Response: Provide as part of the as-built drawing package indicating conduit paths sizing, and depth between manholes.
Contractor is responsible for means and methods.
7. Drawing E101, sheet notes 3 & 4, please confirm if we are to install a new electrical & alarm panel or relocate an existing panel to the new chiller room location.
8. Drawing E101, sheet note 5, please confirm room number. Panel MD-1 was in room 119 at the site visit.
9. Drawing E601 (general note: 1) There are no spaces currently available in Panel GLA to add another 10A CB.
10. It appears that Rigid conduit is used in most areas of the building. However, it was observed that some EMT is used also.
Is EMT Allowed to be used for this project, or is all wiring required to be ran in GRC conduit?
11. Removing the control panel in manhole EMH-K2 will remove the disconnecting means for the pumps inside the manhole.
Do disconnects need to be added to comply with the NEC, or do we just wire straight to a Junction box as per the engineered Drawing?
12. When dewatering manholes, is it permissible to drain the water outside unto the surrounding pavement or grass, or does special provisions apply to the water discharge?
13. When performing confined space entry, who is to be the emergency responder in case of an emergency. Is contacting 911.

10. Response: GRC.
11. Response: Add disconnect IAW NEC.
12. Response: Contractor can drain water onto the pavement or grass.
for local Fire / Rescue permissible, or are their special requirements due to the specific secure nature of the facility?
14. Will confined space work be allowed with energized cables in the manhole, even though we are not working on them, or does every cable have to be deenergized before entry? If this is the case, when is the most likely time this work will be allowed to be performed, (Nights, weekends etc.) It's Assumed that all wiring will be identified and locked out by FAA Personnel. Other than adding locks and tags to their LOTO, is there anything contractor will have to do in the identification of these cables?
15. Is it the intent to have the motor control relaying built as a part of the new DDCP Panel, (DDCP-35) to include the Low voltage and PLC equipment in the same enclosure, or should a motor control panel be built for the pumps 1-5 and then have a separate DDC Panel built and connected to this relay Motor control panel?
16. Plans show existing pump panel and alarm panel to be relocated to the inside mechanical room. Is doesn't appear to have enough room to add DDC Components inside it for pump monitoring. is it the intent to add a DDC panel next to the relocated panels for monitor of additional points and install a single Ethernet connection. Or should I/O wiring be pulled and added to the Existing PLC in DDCP-24? Does this PLC have the required I/O to handle this, or does it need to be added?
13. Response: 911.
14. Response: Confined space work is allowed in manhole with energized cabling other than what is being worked on. It is contractor responsibility to inspect for any exposed conductors, (damaged insulated jacket), or connectors during entry that would be a hazard to contractor and not allow for work to be completed. FAA will LOTO circuit of equipment being worked on, contractor will LOTO behind FAA.
15. Response: All within DDCP.
16. Response: If a DDC panel is installed the alarm panel will be demolished.
17. Breakers cannot be turned off anywhere in this facility except by FAA Personnel. Is there any reporting or scheduling requirements or outage request forms needed to be submitted in advance for work to be done, or can we request outages the day we need them? If there is a scheduling requirement, could you outline what is required to meet this requirement.
18. Please provide any existing site-building-utility or electrical one-line drawings for any services that may be routed thru each of the manholes for this project.
19. Please confirm that this solicitation is remains a small business set-aside for the NAICS code listed in the solicitation documents.
20. Please confirm the procedures and facility policy for manholes that may have essential-critical power routed thru them that may not necessarily be able to be locked-out or tagged out properly without major outages being needed.
17. Response: Contractor will give a minimum 24 hr. notice to COR of any LOTO requirement and COR will coordinate with
ESU.
18. Response: Supplied to CO.
