1.2 CONTRACT METHOD
A. Construct the Work under a single lump sum contract.
1.2 WORK SEQUENCE.
Contractor shall include proposed phases of work in construction schedule for approval. The RE/COR will coordinate phases of work with facility occupants for minimum impact to operations. Construction
Schedule shall be submitted as specified in Section 01 33 00 “Submittal Procedures”.
A. Stage Action
1. Remove existing roofing system, inspect structural deck, and install new SBS modified roofing system components as detailed and specified including rigid insulation and tapered cricket insulation.
2. Remove and replace existing parapet wall flashings, drains, scuppers, wooden blocking, nailers, and non-stainless steel metal copings.
3. Remove existing precast parapet copings; reinstall after roofing system is complete.
4. Remove, inspect and reinstall stainless steel metal copings where feasible.
5. Install wall expansion joint flashing.
6. Install ballasted fall protection and hatch protection systems.
7. Install new 30” wide walkway pads.
8. Remove and reinstall roof stairs and roof ladders.
9. Address water intrusion at roof entrance stair as detailed and specified.
10. Remove and replace affected lightning protection system components while maintaining functionality throughout the life of the project.

1.3 CONTRACTOR USE OF PREMISES
a. The FAA shall have the right of unlimited access to the premises.
b. The FAA or other agencies, may be constructing other improvements during a portion or all of this construction. Contractor shall coordinate with others if needed.
c. Coordinate use of premises and staging area in accordance with the site availability shown on the plans and as directed by the COR/RE.
d. Assume full responsibility for protection and safekeeping of project materials under this Contract.
e. Obtain and pay for use of additional storage or work areas needed for operations under this
Contract.
f. Parking is not allowed along existing roads near the facility.
g. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes.
1.4 MATERIALS DELIVERY TO THE SITE
A. All material orders for delivery to the site shall use as a delivery address the address of the facility.
Delivery trucks shall not pass in front of the terminal.
B. Contractor shall prepare, and submit to the COR/RE for approval, a delivery plan for all types of delivery.
The plan shall define the procedures that will be used to accommodate delivery traffic for all types of deliveries (e.g. roofing materials, tractor trailer, city delivery truck) and any staging areas that will be used. Normal flow of traffic, into and out of the airport, shall not be impeded. Deliveries shall be suspended at the direction of the COR/RE.
C. The Contractor is responsible for immediate clean-up of any debris deposited along the access road as a result of his/her construction traffic.
1.5 CONSTRUCTION AREA LIMITS
A. The limits of construction material storage areas, equipment storage areas, parking areas, and other areas as required by the Contractor shall be as shown on the plans or as approved by the COR/RE. Should
Contractor find it necessary or advantageous to use any additional offsite area for any purpose whatsoever, Contractor shall, at its expense, provide and make its own arrangements for the use of such additional offsite areas.
B. When the Work requires Contractor to conduct operations within areas adjacent to active airport, the
Work shall be coordinated with the FAA through the COR/RE.
C. Employee Parking. Parking will not be allowed along public right of way or the entrance/exit road. In the event adequate space is not available for parking on the project site the Contractor shall arrange for off-site parking and provide bus transportation of employees to and from the site. No other areas will be made available for Contractor use for parking, staging, trailers, or storage.

1.6 PERMITS AND FEES
A. Contractor is responsible for applying for utility services, obtaining required permits, and payment for any associated fees. Compliance is required with the conditions of all permits that have been issued. All fees must be paid by the Contractor.
B. Contractor is responsible for paying all charges associated with the construction of the project. This includes temporary and permanent utilities, permits, inspection fees, connection fees and equipment to be installed by utility companies if applicable. This allocation of financial responsibility applies to all utilities.
C. CRANES OR LIFTS - The Contractor shall be responsible to airspace the maximum height of his crane by submitting FAA Form 7460 – 1 Notice of proposed Construction or Alteration in accordance with 14 CFR, Part 77 pursuant to 49 U.S.C., Section 44718 as early as possible, but no longer than 10 calendar days following Contract Award. Erection of the crane will not be permitted without approval of the form. No claim for delay will be allowed for failure to submit the form in a timely manner. Allow a minimum of sixty (60) days for processing. The notice can be entered at: (https://oeaaa.faa.gov/oeaaa/external/portal.jsp) or using the form called Notice of
Proposed Construction or Alteration in section 011012 “Construction Administration Forms”.
A. The contractor shall submit the Construction plans and specifications to the Authority Having Jurisdiction
(AHJ) for review and comment, and pay all fees associated with the review. Notice to Proceed will not be issued until all required permits are obtained.

SECTION 01 14 00 - CONDITIONS AFFECTING WORK
PART 1 – GENERAL
1.1 WORK HOURS
1 . On-Site Work Hours: Exterior work only will be authorized during normal business working hours of 7 a.m. to 4 p.m., Monday through Friday, except as indicated below:
2. Work inside, around or above the TRACON Control Wing: Coordinate work at these locations at times, where air traffic operations have concluded for the day typically from 10 pm – 5 am or when the activity will minimally affect air traffic during the day. The COR/RE and Air Traffic must approve schedule.
3. Work over the administrative, commons, environmental, and equipment wings shall be planned from 7 am – 4 pm (except US Federal holidays). The contractor shall be prepared to work on night shifts if the Resident Engineer indicates the work is causing disruption to the operations inside the building.
The contractor shall stop activities when this is noted and re-schedule the work after 6 pm or when the administrative wing is unoccupied.
4. Weekend & Holiday Hours: If work is required during weekend or a federal holiday to accomplish work on time or to conduct a special activity, request approval from the COR/RE at least 2 days prior.
5. Hours for Utility Shutdowns: Coordinate with COR/RE at least 5 days in advance.
6. No Construction shall occur the first full week of February. COR support on-site will be unavailable the first full week of February of each calendar year.
1.2 SPECIAL SCHEDULING REQUIREMENTS
A. The TRACON and its support wings will remain in operation during the entire construction period. The contractor must conduct his operations so as to cause the least possible interference with normal operations.
The contractor shall identify on the construction schedule each factor which constitutes a potential interruptions to operations.
1.3 PRE CONSTRUCTION SUBMITTALS

1.4 FAA'S OCCUPANCY REQUIREMENT
Full FAA Occupancy: FAA will occupy site and existing building during entire construction period.
Cooperate with FAA during construction operations to minimize conflicts and facilitate FAA usage. Perform the Work so as not to interfere with operations.

A. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from FAA and authorities having jurisdiction.
B. Provide not less than 5 day’s notice to FAA of activities that will affect FAA's operations.
C. Follow the procedures in section 01 35 29 Health, Safety and Emergency response to mitigate and/or eliminate any safety ahd health hazards that could affect the facility occupants and operations.
D. Do not enter the building[s] without prior approval of the COR/RE.
E. The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer or COR/RE.
F. Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the building during the construction period.
G. The contractor shall relocate movable furniture away from the working area as required to perform the work. Protect the furniture, and replace the furniture in its original location upon completion of the work.
H. The contractor shall leave attached equipment in place, and protect them against damage. If possible and with FAA’s approval, temporarily disconnect and relocate equipment, ducts or cables.
Reinstall them all the completion of the work.
1.5 FAA’S SECURITY REQUIREMENTS:
A. Coordinate access with COR/RE on site. The building is a secure area, and construction personnel shall remain in the construction areas. The contractor shall provide in advance a list of its personnel. Personnel working on site must obtain FAA issued security badging or be escorted by badged contractor personnel at all times. Temporary badging to access to the facility will be required for construction personnel. Contractor shall be responsible for the conduct of its own as well as its sub-contractor’s personnel on site.
1. To begin badging process, a list (maximum of 2 persons) of personnel to be badged shall be sent to the Contracting Officer. Please note this process involves obtaining a background check and takes time (at least 30 days) and should be taken into account. Any badging required shall be completed prior to NTP. Following NTP no additional badges can be obtaining unless a person who was badged is no longer working on the project and their badge has been returned. All badges obtained must be returned to the COR at the completion of the job.
B. Contractor’s access to site shall be as shown on the plans or as directed by the COR/RE. The
Contractor shall not permit any unauthorized construction personnel or traffic on the site. The
Contractor shall be responsible for traffic control to and from the various construction areas on the site. Directional signing at the access gate and along the delivery route to the storage area or work site shall be as directed by the COR/RE. The Contractor will not be allowed to close any traffic lanes nor will the Contractor be allowed to impede the flow of airport traffic.
1.6 FAA OPERATIONS
A. The FAA has established moratorium dates (dates in which no construction activities may occur) for construction activity at critical Air Traffic Control facilities. The intent is to minimize impact on the ability of FAA to perform its operational activities during peak air travel dates. Moratorium dates are typically scheduled over the July 4 Holiday, Thanksgiving Holiday, and the Christmas/New Year Holiday. Exact dates will be provided at the preconstruction conference.
B. All construction activity during moratorium periods must be approved in advance by the FAA. Submit items of work to be performed during moratorium dates no later than forty-five (45) days prior to the moratorium dates. Activities that have, in the sole opinion of the FAA, potential to negatively impact FAA operations will not be approved. A written waiver may be provided by FAA to the Contractor outlining the

allowable work items. No additional time or cost will be allowed for the denial of a request to work during a moratorium.
1.7 AIRPORT OPERATIONSRESTRICTIONS TO ACCESS
Access to work areas may be restricted from time to time by necessity of airport operations. Contractor acknowledges that it has taken into account and provided in its planning, scheduling and pricing for disruptions including but not limited to, restricted access to portions of the site that will not be immediately available, delivery time limitations, and moratorium dates.
1.8 OBSTRUCTION (OB) LIGHTS
Temporary obstruction lights shall be mounted on the highest point of a crane when it’s being used for construction on this project and the crane boom exceeds 100 ft.
1.9 ILLUMINATION (INTERIOR)
When any work is performed at night or when daylight is obscured, Contractor shall, at its expense, provide artificial light sufficient to permit work to be carried on efficiently, satisfactorily, and safely, and to permit thorough inspection. During such time periods the access to the place of work shall also be clearly illuminated. All wiring for electric light and power shall be installed and maintained in a safe manner and meet all applicable codes and standards.
1.10 ILLUMINATION (EXTERIOR)
Ground level lights will be permitted to facilitate construction activity upon approval of the COR/RE.
Location and direction of illumination will be subject to acceptance by Air Traffic Control, which shall have final authority concerning this matter. Remove and/or reposition lights as required without additional cost to the FAA.
1.11 UTILITY SERVICE
GENERAL - Permission to interrupt any utility service shall be requested in writing a minimum of 15 calendar days prior to the desired date of interruption. No utility service shall be interrupted without written approval of the COR/RE.

PART 1 – GENERAL
1.1 DEFINITIONS
A. Substitution: Any product or material that is submitted that is not the exact make and model number of the design basis shall be considered a substitution. This includes products that are from the same manufacturer, but are different models. If the design basis is discontinued or obsolete, any product replacement is also considered a substitution. All substitutions shall follow the substitution procedures listed herein.
B. Known Acceptable Source: A manufacturer of a particular product or material that has been utilized successfully on past FAA projects. This is not an indication that a particular manufacturer will meet the requirements of each FAA project, only that they have been found to meet the requirements on past projects.
1.2 SUBSTITUTION PROCEDURE
A. Submission of request for substitution shall constitute a representation by the Contractor that he:
1. Has investigated the proposed product and determined that it is equal to or better than the specified product. Absence of an explicit comparison of any characteristic of the proposed product to the specified product shall constitute a representation that the proposed product is equal to or better than the specified product with regard to that characteristic.
2. Will provide the same warranty for the proposed product as for the specified product.
3. Will coordinate the installation and make other changes which may be required for the work to be complete in all respects, including:
a. Redesign.
b. Additional components and capacity required by other work affected by the change.
4. Waives all claims for additional costs and time extensions which subsequently may become apparent and which are caused by the change.
5. Will reimburse the Government for additional costs for evaluation of the substitution request, redesign if required, and reapproval by authorities having jurisdiction if required.
B. Substitutions will not be considered when acceptance would require substantial revision of the contract documents.
C. Substitutions will not be considered when they are indicated or implied on shop drawing or product data submittals without separate written request.
D. Substitution requests will not be considered when submitted directly by subcontractor or supplier.

E. Substitution Request Procedure: Submit written request with complete data substantiating compliance of the proposed product with the requirements of the contract documents.
1. Submit request to the Contracting Officer Representative.

SECTION 01 31 00 PROJECT MANAGEMENT AND COORDINATION
1.1 SUMMARY
A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:
1. General project coordination procedures.
2. Administrative and supervisory personnel.
3. Project meetings.
B. Each contractor shall participate in coordination requirements. Certain areas of responsibility are assigned to a specific contractor.
1.2 Project Coordination
A. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:
a. Preparation of Contractor's construction schedule.
b. Preparation of the schedule of values.
c. Installation and removal of temporary facilities and controls.
d. Delivery and processing of submittals.
e. Requests For Information
f. Progress meetings.
g. Preinstallation conferences.
h. Project closeout activities.
Startup and adjustment of systems.
B. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials. Coordinate use of temporary utilities to minimize waste.
1.3 KEY PERSONNEL
Key Personnel Names: Prior to issuance of notice to proceed; submit a list of key personnel assignments, including superintendent and other personnel in attendance at Project site. Identify individuals and their duties and responsibilities; list addresses and telephone numbers, including office and cellular telephone numbers, and email addresses. Provide names, addresses, and telephone numbers of individuals assigned as standbys in the absence of individuals assigned to Project.
1.4 SUPERVISION
1.4.1 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of

contract work. In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.
1.4.2 Superintendent
a. Qualifications:
The project superintendent must have a minimum of 8 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question. The superintendent is permitted to also serve as the quality control (QC) manager as established in section 01 40 00 "Quality Control”
b. Duties: The project superintendent is primarily responsible for managing and coordinating day-to-day production, subcontractors and schedule adherence on the project. The superintendent is required to attend all meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.4.3 Project Manager
The contractors shall assign a Project Manager with the responsibility for the overall management of the project. The Contracting Officer may request proof of the Project Manager's qualifications at any point in the project if the performance of the Project Manager is in question.
a. Qualifications:
The project Manager must have a minimum of 10 years experience as a project manager or
Superintendent on projects of similar size and complexity. The Project Manager is not permitted to also serve the superintendent on this project.
1.5 REQUESTS FOR INFORMATION (RFIs)
A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified to the
COR.
1. COR will return RFIs submitted by other entities controlled by Contractor with no response.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:
1. Project name.
2. Project number.
3. Date.
4. Name of Contractor.
5. Name of COR.

7. RFI subject.

Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.
a. Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.
C. RFI Forms: Refer Section 01 10 12 Construction Administration Forms.
D. COR's Action: COR will review each RFI, determine action required, and respond. Allow fourteen (14) calendar days for COR’s response for each RFI. RFIs received by COR after 1:00
P.M. local time will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for coordination information already indicated in the Contract
Documents.
d. Requests for adjustments in the Contract Time or the Contract Sum.
e. Requests for interpretation of Designer's actions on submittals.
f. Incomplete RFIs or inaccurately prepared RFIs.
2. COR's action may include a request for additional information, in which case COR's time for response will date from time of receipt of additional information.
3. COR's action on RFIs that may result in a change to the Contract Time or the Contract
Sum may be eligible for Contractor to submit Change Proposal according to Division 01
Section "Contract Modification Procedures."
a. If Contractor believes the RFI response warrants change in the Contract Time or the Contract Sum, notify COR in writing within four (4) calendar days of receipt of the RFI response.
E. On receipt of COR's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify COR within seven (7) calendar days if Contractor disagrees with response.
F. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.
Submit log weekly. Use CSI Log Form 13.2B. Include the following:

1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify FAA COR/Resident Engineer of scheduled meeting dates and times.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.
3. Minutes: Entity responsible for conducting meeting will record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including FAA
COR/ Resident Engineer, within three days of the meeting.
B. Preconstruction Conference: COR/RE will schedule and conduct a preconstruction conference before starting construction, at a time convenient to FAA.
1. Conduct the conference to review responsibilities and personnel assignments.
2. Attendees: Authorized representatives of FAA’s Commissioning Authority, and their consultants; Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. Participants at the conference shall be familiar with
Project and authorized to conclude matters relating to the Work.

secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the
Contract Time.
1. Discuss the work schedule for next two-week period. Contractor shall submit a copy of his two –week look ahead schedule to the COR/RE at the meeting.
b. Review present and future needs of each entity present, including the following:
1) Interface requirements.
2) Sequence of operations.
3) Status of submittals.
