About this file
This document contains questions and responses regarding a solicitation for the A80 TRACON Roof Replacement project located in Peachtree City, Georgia. The Federal Aviation Administration is seeking to replace the existing sloped lightweight concrete roof decking, insulation, roofing board, and membrane layers. Cores taken from the existing roof sections show each section consists of a sloped lightweight concrete decking, 5 inches of insulation, one layer of roofing board, and membrane layers. Drawings of the existing roof system and as-built drawings are provided, and additional site visits after January 5, 2023 are not permitted. The solicitation does not specify wage rates for roofers, and any labor categories not listed are subject to the minimum wage rate according to Executive Order 14026. While the size standard is noted, the procurement strategy approval does not allow changing the award procedures to accommodate set-asides. Proposals are due by January 26, 2023 and any questions must be submitted by January 12, 2023.

A80 TRACON ROOF REPLACEMENT
697DCK-23-R-00072
Questions and Responses Set 1 January 3, 2023
Q1. Are there any Roof Drawings or As-Builts for this project that show the current roof system and deck types? The ones in the Solicitation don't really give the proper information for existing roofing materials and existing structural deck types.
R1. Please see 2 additional as-built drawings, if additional drawings are needed, please identify what specific drawing types are needed.
For further clarifications, the awardee may participate in future “design” adaptation requirement and design-build requirement but restrictions relative to future participation on construction only portion of implementation projects are set forth above.
Q2. Has there been any cores taken from the existing roof sections to identify what is the current? If so, can that information be made public to the contractors? If there have not been cores taken, will we be able to take core samples as needed during the site visit on January 5th 2023 at 9:00am?
R2. Cores have been taken from the existing roof sections. Each roof section consists of a sloped lightweight concrete decking, 5" of insulation, 1 layer of roofing board, plus the top ply membrane layers. Please see attached as-builts for the slopes and elevations of the decking slabs. Cores will not be able to be taken during the site visit on 1/5/2023.
Q3. The wage rate sheet in the solicitation does not have a Roofer labor classification listed.
R3. Any labor categories that are not listed are subject to the minimum wage rate in accordance with Executive Order 14026.
Q4. The SF1442 indicates the SBA Small Business Size Standard but I do not see any indication that this project is set-aside for Small Business. Can you clarify if this is set aside for Small Business? Is there any chance this can be set-aside for SDVOSB or Total Small Business Set-Aside?
R4. Refer to the SIR Section M regarding the awarding procedures for this procurement. The procurement strategy has been approved and will not be changed.
