Statement of Need (SON) Summary
This Statement of Need describes a procurement for Kirtland Air Force Base to implement the Hirsch Velocity Access Badging System—a fully integrated badging and access control system for building security, personnel identification, and controlled access across multiple facilities. The contractor must provide procurement, installation, configuration, integration, and sustainment of the badging system compatible with existing Government infrastructure while ensuring compliance with Department of Defense and Department of the Air Force security requirements, including identity management, access control, and cybersecurity standards per the DoD Risk Management Framework.
Key Requirements and Deliverables
The project encompasses hardware, software, and services across multiple buildings. For Government-furnished items, the Government will provide three access control computers with monitors and network connectivity, plus Defense Research and Engineering Network (DREN) drops at all locations. The contractor is required to supply Hirsch Velocity Server Edition software (64 modules, 10 clients) with 3-year support agreement, enrollment stations, smart card readers (IDENTIV SCR3310V2.0), access power controllers, door controllers (including uTrust TS Wallmount keypads, electromagnetic locks with 1,200 LB capacity, electric strikes, alarm monitoring inputs, and batteries), cabling, and installation materials. Additional requirements include Hirsch Velocity Express Edition software for one building, video surveillance equipment (network video recorder, HDMI monitors, flat-eye lenses, KVM extender), and 10-port Gigabit Smart Managed PoE switches. The contractor must also provide a 5-year service and maintenance contract (base year plus 4 option years) for 19 doors of access control and video cameras. Performance objectives include delivering a Proposed Project Plan within five business days of award, weekly status reports (every Friday by 3:00 PM MST), a Seamless Configuration Integration Report upon award, training materials and completion records within five days of award, and a final system acceptance report after completion of all services. The contract is required to begin May 1, 2026, at Kirtland Air Force Base, New Mexico, with system uptime requirements of 99% availability and zero critical deficiencies at final acceptance.
