About this file
This is a Memorandum for Record documenting a justification for other than full and open competition for a badge reader system acquisition.
The 377th Mission Support Group (AFGSC) at Kirtland Air Force Base, New Mexico, is procuring a Hirsch Velocity Badging System Access to support building security, personnel identification, and controlled access across the installation. The acquisition covers procurement, installation, configuration, integration, and sustainment of a badging system compatible with existing Government infrastructure. Competition will be limited to the brand-name Hirsch Velocity Badging System due to technical and operational requirements. The contracting officer justifies this single-source approach by noting that the Government's existing infrastructure—including badge enrollment, credential management, controller communications, and database architecture—is built on the Velocity platform and requires interoperability with existing access control hardware and credentialing processes. Replacement with an alternative platform would necessitate complete system replacement of all controllers, software, databases, badge enrollment equipment, and associated infrastructure, resulting in substantial duplication of costs, system reconfiguration, extended downtime, increased cybersecurity accreditation efforts, and unacceptable disruption to daily operations. Only a Hirsch-authorized vendor possesses the proprietary rights and technical data necessary to modify and integrate with the existing system without substantial delays.
The contracting officer certifies that the anticipated cost is fair and reasonable as competition will occur on the General Services Administration (GSA) schedule. The acquisition will be conducted under Federal Acquisition Regulation Part 12 (Acquisition of Commercial Products and Commercial Services). The Government commits to researching and assessing alternate solutions prior to any subsequent acquisitions to increase future competition.
