About this file

This document contains questions and answers regarding a solicitation to install seven giant voice loudspeaker towers at Kirtland Air Force Base. The Air Force is seeking a contractor to purchase and install new ATI loudspeaker towers to expand the existing system, which utilizes an ATI CCU and REACT 4000 software run on a Windows 10 machine for control. The new towers will be solar powered with batteries as the sole power source and utilize radio frequency for communication back to the central control unit. No utility power, communication cables, or fiber optic connections are required for the towers. The contractor will need escort access to the secure command posts housing the existing central control stations to integrate the new towers.

Contractor Questions and Answers to:

Giant Voice Tower Expansion, Kirtland Air Force Base (KAFB); Solicitation # FA940121R0007, Project # MHMV201700001

1. Regarding the current controller provide a make and model to confirm connectivity and compatibility with the new system.

ATI CCU and REACT 4000. ATI software loaded on a Win10 machine to interface those units.

2. Regarding where power will be provided from for the new giant voice speakers. In 5.5.6 Each Siren tower will be powered by solar and utilize 12VDC batteries, will this be the only power source or is the Airforce wanting that as a backup?

All towers are on solar power with 4 batteries per tower. None are hard wired for AC/DC power.

3. The site overview on page 7 of the SOW there is no clear points to bring utility power in to provide line power for these speaker arrays. In 5.5.12 and 5.5.13 The Central Control Stations are required to have backup power via a UPS so just confirming where the Control Station is located there will be power available correct?

The CCU, REACT and user CPU are located at the Command Post and on backup UPS.

4. Due to the location, we are assuming these will be wireless controlled. Is that what the Airforce is wanting? Or are they wanting a hardwired option?

Operates on Radio Frequency (RF) only for communication back to the CCU. Radios in place are

Motorola APX6500 conventional VHF.

5. The options provided by ATI are IP, twisted/telephone cable options, fiber optic, cellular and satellite options, what is the Airforce currently using so we can provide as similar of a product as possible from ATI.

It has to operate on RF as the main unit communicates across a simplex frequency to each of the towers for messaging/polling/testing/etc.

6. 2.1 states contractor to provide all required infrastructure to include communication cable and

AC/DC at each pole mounts and tower components. At the site visit it was stated that these units would utilize RF signal and be solar powered only, please confirm that no communication cable or utility power?

No comm cable or utility pole is needed on the GV Towers. However, placement of the RF antenna must be in optimal position for Line of Sight (LOS) back to central controller.

7. “UFC 4‐021‐01 c1 3‐7.2 Redundant Communications Link. Redundant communication means

(when required) should be established using several alternate wireless radio frequency paths to the radios. In some cases, the redundant communication means might be accomplished by using the DOD installation’s communications backbone network (e.g., optical fiber cable). In this case, the central control units should accomplish this by being directly connected to the backbone network.” Please confirm that the Air Force is not requiring redundant AC power and communication cable.

There isn’t a redundant or fiber connection to the towers

8. 3.3.4 Security Requirements states: Some of this work may take place in secure areas where contractor employees must be escorted at all time. Do we know if there are any areas that actually will fall under this category for this project?

The only location is updates to the main cpu and central controller, which is in the Command

Post. Will likely require an escort from someone with a badge and coordination with their schedule. The backup is in the 150th Command Post, which might require an escort.

9. 5.5.1 This would indicate the contractor is providing Telecom to the sites please verify?

There isn’t telecom at the Towers, only RF for connectivity to ATI system

10. 5.5.3 Utility Poles shows 4 way or 3 way speakers. Can we identify if these are to all be the

HPSS16 or if they will be the HPSS32 Speakers?

The new poles should utilize whatever sound paths are required for Kirtland personnel to hear outdoors. However, there might need to be caution about projecting towards Isleta reservation fence‐line.

11. 5.5.12 Central Control Stations, has the Air Force verified that the existing control station is capable of controlling the 7 new Giant Voice poles?

While I don’t think it should be an issue, the new towers should be able to utilize ID# 55‐

62. These could be labeled GVT‐55, and so forth.

12. 5.5.13 Backup Power for control stations, has the Air Force verified that the existing control stations backup is sufficient?

The building is on backup generator for central control system.

13. 5.5.14 states the solar panel is for backup power, can the Air Force confirm that the installer in not responsible for AC voltage as well as Solar?

The solar is NOT a backup at each tower, it is the primary charging system for the DC battery power. Each tower has 4 batteries wired in series parallel.

14. 5.5.15 signaling wiring, can the Air Force confirm the installer is not responsible for fiber optic cabling for the 7 new Giant Voice poles?

We don’t have fiber on this system.

15. 5.5.16 Minimize infrastructure Costs states: Locations for the PA speakers may be relocated if needed to minimize the cost of support infrastructure. Are there any specific limitations related to this relocation?

Poles cannot be relocated

16. 5.5.22 Can the installer spread the spoils from the pole base excavations around each site?

Civil Engineering and KAFB Environmental would have to be contacted to determine a plan

17. 6.6.1 Can the Air Force confirm that both locations, B20604 and B1047 control command posts are capable to except the 7 new Giant Voice poles?

Would likely involve ATI to reprogram our software interface and have the new push completed at each Win10 station.

18. 6.6.9 Will the installer be allowed access to the main Central Control Stations to provide the analysis?

As stated before, will require an escort to access these systems as they reside in restricted areas.

19. 6.6.10 Will an all‐wheel drive personnel lift suffice? How long will the Air Force require the use of the lift?

In the original install, the towers were prebuilt and configured. Each one was shipped on a semi‐ truck, then pole craned into a hole in the ground. Civil Engineering would have to be involved to determine this

20. 7.8 Update software & hardware will the installer be allowed access to the main Central Control

Stations prior to installation?

Escort needed to Command Posts, as stated above.
