About this file
This file is an amendment to a Request for Quotation that posts consolidated answers to vendor questions and makes administrative corrections to the original solicitation. Amendment 0001 replaces the Statement of Work (dated 28 October 2026) to clarify Safety and Health Plan submission timing and standardize terminology from COR to GPM/GPOC, and deletes residual price-list language in paragraph B.2.5. All other terms and conditions remain unchanged, and the quote due date is unchanged.
The underlying solicitation FA930127Q0003 seeks a single Basic Ordering Agreement for commercial annual preventive maintenance, unscheduled emergency repair, and certified quarterly air quality sampling services on high-pressure breathing air compressor systems (Bauer TCOM-26, Bauer DOTR26-WRAF, and Stallion Centaur) supporting Fire Emergency Services at Edwards Air Force Base, California and Air Force Plant 42, Palmdale, California. The contractor must provide all personnel, equipment, tools, materials, supervision, and other necessary items to perform the Statement of Work services. The acquisition is Full and Open Competition under NAICS 811310 with a $12.5 Million size standard. Award will be made to the responsible offeror offering the best value based on comparative evaluation of Technical Capability, Past Performance, and Price, with no formal adjectival or numerical ratings assigned. Offerors handling Federal Contract Information must complete a CMMC Level 1 self-assessment in accordance with DFARS 252.204-7021 and post it in SPRS. Quotes must be submitted electronically by the date and time specified in the solicitation. Questions were due by 1400 PDT on 26 October 2026 to christopher.barnes.50@us.af.mil and alexia.del_real@us.af.mil, with consolidated answers posted by amendment on or about 30 October 2026. The Government reserves the right to award without discussions.

FA930127Q0003 – Amendment 0001
AMENDMENT 0001
Consolidated Questions and Answers and Solicitation Corrections FA930127Q0003 – Breathing Air Compressor Systems Maintenance, Repair, and Sampling Edwards AFB and Air Force Plant 42 The following questions were received in response to Solicitation FA930127Q0003. The answers below, together with the solicitation corrections that follow, constitute Amendment 0001. All interested vendors are hereby notified of these clarifications and changes. The due date for receipt of quotes remains unchanged unless otherwise stated herein.
PART I – CONSOLIDATED QUESTIONS AND ANSWERS
Question 1 – Safety and Health Plan and Site Safety Checklist SOW Section 8 currently contains conflicting language regarding submission timing of the Safety and Health Plan.
The Government is amending SOW Section 8 to establish a single, clear requirement: The Contractor shall submit the Safety and Health Plan and the corresponding site safety checklist to the Contracting Officer within ten (10) calendar days after award. No work under the BOA or any Task Order shall commence until the Safety and Health Plan has been reviewed and accepted by the safety office.
Offerors shall not submit the Safety and Health Plan with the quote. It is not an evaluation factor under L.1 and will not be considered during quote evaluation.
Question 2 – Base Access Documentation and Response Times Primary and backup technicians may be pre-cleared for Edwards AFB and Plant 42. The Contractor remains responsible for submitting required base access documentation to the designated Government Program Manager (GPM) or Government Point of Contact (GPOC) no later than ten (10) business days prior to the need for access.
The response clock in SOW Section 3 begins upon notification by the designated Government Point of Contact. Acknowledgment times (two hours for emergency / four hours for routine) remain firm performance requirements.
If Government access or escort processes prevent on-time arrival, the Contractor shall immediately document the delay and notify the Contracting Officer and GPM/GPOC in writing. Any request for equitable adjustment will be evaluated under the applicable Changes clause. The Government does not pre-authorize extensions to the stated response times.
Question 3 – Diagnostic Arrival, Estimate, and Reimbursable Costs The Contractor is required to respond and perform the diagnostic inspection in accordance with the timelines in SOW Section 3 upon notification. No separate diagnostic Task Order will be issued in advance of a failure notification.
In accordance with the strict language of SOW Section 3, no repair work shall commence, no replacement parts shall be ordered, and no costs will be reimbursed until a formal Task Order or bilateral Task Order Modification is signed and issued by the Contracting Officer. All costs associated with the diagnostic visit remain at the Contractor’s sole risk until a formal Task Order is issued. The Government will not reimburse diagnostic labor, travel, or other costs incurred prior to issuance of a Task Order.
Question 4 – Price List Format and Attachment Labeling B.2.5 currently refers to an “Attachment 2 – Price List.” The List of Attachments correctly identifies Attachment 2 as the Kern Wage Determination. No separate price-list attachment was provided with the solicitation.
The controlling price submission requirements are those stated in L.1 Volume 3 only:
1. Fixed annual price for scheduled preventive maintenance and quarterly air sampling covering all three systems at both locations;
1. Fully burdened hourly rates for Certified Breathing Air Technician – Regular Time and Certified Breathing Air Technician – Overtime / Emergency Call-Out; and
1. Fixed percentage discount off the current OEM published list price for replacement parts.
These three elements are sufficient. Separate unit pricing for every Schedule CLIN is not required with the quote. The residual reference in B.2.5 to a non-existent price-list attachment is being deleted by this amendment.
Question 5 – Dual-OEM Coverage via Teaming Teaming is permitted. Dual-OEM coverage may be satisfied at the team level by a combination of named Bauer-qualified technicians and named Stallion/Centaur-qualified technicians, provided each individual performs work only on the equipment for which that individual holds current manufacturer training or OEM authorization.
The quote must include the named list of technicians and current certificates or authorization letters for all team members. The technical evaluation will assess the overall dual-OEM coverage and response capability demonstrated by the named team. Individual technicians are not required to hold credentials for both OEMs.
Question 6 – CMMC Level 1 / SPRS Timing This effort will involve Federal Contract Information. Accordingly, CMMC Level 1 (or the equivalent Basic Safeguarding requirements under FAR 52.240-93) applies.
The Offeror’s CMMC Level 1 self-assessment and affirmation must be current in the Supplier Performance Risk System (SPRS) prior to award of the BOA. Submission of the assessment or identifier with the quote is not required. The requirement flows down to any subcontractor that will handle Federal Contract Information. Offerors are responsible for maintaining currency throughout performance.
Question 7 – Prime Contractor vs. Subcontractor Technicians Yes. A prime contractor may perform contract administration while using a qualified subcontractor’s manufacturer-authorized or certified technicians for the hands-on work on the Bauer TCOM-26, Bauer DOTR26-WRAF, and Stallion Centaur systems.
L.1 expressly permits teaming. The prime must submit a named list of the technicians who will perform the work, together with current manufacturer training certificates or OEM authorization letters for those individuals. The technical evaluation will assess the dual-OEM coverage and response capability of the proposed team, not whether the prime company itself holds OEM authorization or directly employs the technicians.
Question 8 – Past Performance of a Proposed Subcontractor Yes. Under the past-performance evaluation, the prime may identify and submit verifiable relevant work performed by a proposed subcontractor, provided the experience is clearly attributed to that subcontractor and not claimed as the prime’s own. The Government will evaluate the relevance of the work and the extent to which the proposed subcontractor will actually perform under the resulting BOA.
Question 9 – Quote Submission Method Quotes shall be submitted as a single electronic PDF package by email to both christopher.barnes.50@us.af.mil and alexia.del_real@us.af.mil no later than the date and time stated in the solicitation. Email is the only authorized submission method. PIEE is not being used for quote submission on this solicitation. There is no file-size limit; however, offerors must comply with the page limits stated in L.1.
Question 10 – Equipment Age, Hours, and Condition The following information is provided for informational purposes only and does not relieve the Contractor of the obligation to perform the full scope of work in the Statement of Work. Condition notes reflect observations as of the date of this amendment and are not a complete equipment assessment.

Site visits were not contemplated under this solicitation.
PART II – SOLICITATION CORRECTIONS
The following corrections are hereby made to the solicitation and Statement of Work:
1. SOW Section 8 – Safety and Health Plan SOW Section 8 is revised to delete the conflicting language regarding pre-award submission of the Safety and Health Plan. The single requirement is as follows:
“The Contractor shall submit the Safety and Health Plan and the corresponding site safety checklist to the Contracting Officer within ten (10) calendar days after award. No work under the BOA or any Task Order shall commence until the Safety and Health Plan has been reviewed and accepted by the safety office.”
2. B.2.5 – Residual Price List Reference B.2.5 is revised to delete the final sentence that currently reads: “The updated price list should be in the format provided in Attachment 2 - Price List.”
The controlling price submission requirements remain those stated in L.1 Volume 3. No separate price-list attachment is provided or required.
3. Terminology Standardization – COR to GPM/GPOC All references in the Statement of Work to “Contracting Officer’s Representative (COR)” or “COR” are hereby changed to “Government Program Manager (GPM)” or “designated Government Point of Contact (GPOC),” as applicable. The verbal-authorization prohibition in SOW Section 3 is updated to list the GPM, Fire Chief, Station Captain, and Quality Assurance Evaluator.
All other terms and conditions of the solicitation remain unchanged.
This amendment is issued to provide equal access to information and to correct administrative inconsistencies. Offerors are responsible for monitoring the solicitation for any further updates.
