This is a Statement of Work (SOW) for breathing air compressor systems maintenance, repair, and air sampling services for Edwards Air Force Base Fire Emergency Services and Air Force Plant 42 Fire Department in Edwards, California, effective October 19, 2026.
The contractor must provide annual preventive maintenance, unscheduled emergency repairs, and quarterly certified air sampling for three compressor systems: Centaur (Stallion Air Inc), TCOM-26 (Bauer), and DOTR26-WRAF (Bauer mobile unit). Annual maintenance includes oil replacement, filter changes, calibration of CO monitors and moisture indicators, auto-drain service, inspection of gauges, regulators, piping, drive belts, cooling fans, and final separators, with inter-stage pressure readings recorded and air sampling conducted in compliance with NFPA 1989. For the DOTR26-WRAF diesel system, all air samples must be tested by an approved company. Major overhauls involving complete compressor block teardown and rebuilding are excluded from scope. Work will be performed at Edwards AFB Fire Stations 1 and 4 (Buildings 1223 and 8370) and Plant 42 Fire Station 1 (Building 553D in Palmdale).
Unscheduled repair services follow defined response protocols: emergency/mission-critical failures require acknowledgment within two hours and on-site certified personnel within 24 hours; routine failures require acknowledgment within four hours and arrival within 48 hours. The contractor must furnish formal itemized written estimates within 24 hours of diagnostic inspection, including equipment details, part numbers with OEM pricing based on pre-negotiated BOA discounts, labor hours by rate category, and completion timelines. No work shall commence until the Contracting Officer issues a formal Task Order. All personnel must be authorized and certified air compressor technicians, comply with OSHA 1910.134 respiratory protection standards, NFPA standards 1404 and 1500, and provide a comprehensive Safety and Health Plan within 10 days of contract award. The contractor furnishes all tools, equipment, materials, and personal safety equipment, and must comply with base security requirements including REAL ID Act compliance, visitor control procedures, and restricted area coordination.

Environmentally preferable purchasing (EPP) is a voluntary program, and it encourages the purchase of goods and services that have decreased effects on human health and the environment (compared to the competing goods and services that serve the same purpose), but are not already required by one of the mandatory GPP elements.
i. Green Procurement is mandated except when the Contractor can show that the product with recycled content does not meet intended specifications, has excessive cost, or cannot be delivered in time to support the schedule of the contract. If the Contractor is unable to locate a specified product meeting the GPP requirement, identify the issue to the CO or GPM for guidance. GPP is based on legal requirements and the Department of Defense facilities are subject to enforcement action if these requirements are ignored.
ii. The Contractor shall make maximum use of products containing recovered materials that are EPA-designated items IAW Federal Regulation on Affirmative Procurement of EPA-Designated Items in Service and Construction Contracts.
