About this file

This is a user guide for entering Cybersecurity Maturity Model Certification (CMMC) Level 1 self-assessments into the Supplier Performance Risk System (SPRS) through the PIEE (Procurement Integrated Enterprise Environment) portal. The guide, Version 4.0 issued December 2024, is maintained by the Naval Submarine Base Logistics Center (NSLC) Portsmouth and is approved for public release.

To access the system, users must obtain a "SPRS Cyber Vendor User" role through PIEE access instructions. The process involves logging into the PIEE landing page at https://piee.eb.mil, selecting SPRS, then navigating to the Cyber Reports module. Users select their organization's hierarchy identified by HLO code from a dropdown menu, then select "Add New Level 1 CMMC Self-Assessment" within the CMMC Assessments tab. Assessment details including assessment date, assessing scope, number of employees, and compliance with FAR clause 52.204-21 security requirements must be entered before proceeding to affirmation. If the data entry person is not the Affirming Official (AO)—the senior-level representative responsible for ensuring organizational compliance with CMMC requirements—the assessment can be transferred to the AO via email. The AO must then review the assessment details, certify review of the affirmation statement, and select "Affirm" to complete the submission. Cyber Vendor Users may edit or delete certain CMMC status types, and assessments automatically expire and convert to "No CMMC Status (Expired Assessment)" after one year. Only "Final Level 1 Self-Assessment" status is visible to government personnel.
