DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE TEST CENTER (AFMC)
EDWARDS AIR FORCE BASE CALIFORNIA
11 May 2017
MEMORANDUM FOR INTERESTED PARTIES
FROM: AFTC/PZIOB
SUBJECT: FA9301-17-R-0002, Custodial Services Questions and Answers 108-117
108. Is there office equipment storage at AFP42?
Response: At AFP42 there are not storage areas for office equipment, nor is there an office provided for contractor use. There are custodial closets in most of the bigger buildings, but not all.
109. What are the approximate number of employees under the current contracts at EAFB/AFRL and
AFP42?
Response: There are approximately 40 employees under the current contract at EAFB/AFRL and less than five employees under the current contract at AFP42.
110. Are the employees at AFP42 in a Union?
Response: The employees at AFP42 are not in a Union as far as the Government is aware. There is not a CBA attached to that contract. The Wage Determination for Los Angeles County attached to the RFP will be applicable to the employees working at AFP42.
111. The subtotals and overall totals of the square footage don’t appear to add up, the overall total appears to be understated. Can the government clarify the overall total and subtotals in an amended Appendix B?
Response: Amendment 0003 posted on FBO.gov on 10 May 2017 has corrected both the PWS
Appendix B and Bid Schedule square footage. This resulted in an overall increase of 30,952 estimated square feet. The response date has also been extended to 18 May 2017 by 4:00 PM Pacific. Offerors must ensure they use the most current Attachments.
112. Level 1 Cleaning (Prestige) AFCOLS 3 EAFB/AFRL requirements in Appendix A don't seem to have any Periodic Cleaning as defined in 1.3 of the PWS; should there be an N/A in that column and CLIN 0004 not apply in the Bid Schedule?
Response: Amendment 0003 also corrected this concern. Appendix A does not list any periodic services (monthly, quarterly, semi-annual, annual) for Level 1 Cleaning (Prestige) AFCOLS 3 EAFB/AFRL. That area of the Bid Schedule has been greyed out. However, there are periodic services associated with CLIN 0004 under Level 1 Cleaning (Prestige) AFCOLS 2. Additionally, we found that the Bid Schedule did not capture the Gym Restroom square footage under periodic services. Amendment 0003 corrected that issue as well. Appendix A and the Bid Schedule have been cross checked to ensure that periodic is appropriately captured throughout.
113. Is it the government’s intent to accept shipments made via overnight courier if the offeror provides proof that the shipment was made in a timely fashion the day prior? Would the government be amenable to that solution?
Response: Please refer to FAR 52.212-1(f).
114. Reference the government’s response to Question No. 57, which states, “The current CBA expires 30 August 2017 and includes an automatic renewal provision.” Article III, Section C of the CBA (p. 8 of
33) says “The Company is thereby required to maintain a minimum of 35% of its employees as HUBZone residents.” Since the new contract is a Service Disabled Veteran-Owned Small Business set-aside and no longer a HUBZone set-aside, and in light of the automatic renewal provision, please clarify whether or not the new contractor will be bound by the requirement to hire 35% of its employees as HUBZone residents.
Response: The CBA language is acknowledging the Hub-Zone requirement of the current contract, which is not a mandate. The current contract will not have any Hub-Zone requirements.
115. It is our understanding that a new CBA has already been negotiated between JDD, Inc. and Industrial Technical and Professional Employees Union/OPEIU Local 4873, AFL-CIO. Please provide the new CBA so that all offerors may include the correct labor rates in their proposals.
Response: The CBA incorporated by Amendment 0001 of the RFP is the current CBA which has been timely received by the Contracting Office. See FAR 22.1012-2(b). If a new CBA becomes effective prior to the new contract’s period of performance, the contractor may request an adjustment to the contract price IAW FAR 52.222-43.
116. Concerning AFP42: is there a requirement for 1st and 2nd shift? Is there any weekend cleaning?
Response: One shift would suffice. The current effort is performed Monday through Friday, except for emergency services.
117. Does the previous price of FA9301-12-D-0007 at $9.39M include the six-month extension option with the five year total?
Response: No. The price of $9.39M does not factor in the six month option to extend services.
