DIVISION 1 - GENERAL REQUIREMENTS

SECTION 1

SUMMARY OF WORK

1.01 GENERAL

A. The work covered by these specifications consists of the Contractor furnishing all labor, equipment, appliances, devices, and materials, (except Government-furnished materials).Contractor shall perform all operations necessary in connection with the demolition of unneeded and obsolete buildings and its infrastructure as well as abatement, if necessary in strict accordance with the following specifications, subsequent task order, drawings, and subject to the terms and conditions of the contract which includes removals and miscellaneous work as herein specified. Each job will be selected by the project manager and will vary in size, scope and completion time. All demolition and abatement work shall be performed in accordance with this specification, applicable federal, state, and local safety and environmental regulations as well as using the Edwards Air Force design standards and industry standards.

B. The principal features of this project shall include but shall not be limited to demolition, restoration and/or abatement of buildings and their infrastructure, disconnect utilities at their proper termination, and restore grounds to their original condition. The abatement may include but is not limited to removal and disposal of asbestos, lead, and other hazardous containing materials. No work shall proceed without an approved contractor quality control (CQC) program in place. CQC performance and records shall be subject to audit by the Government.

1.02 USE OF PREMISES

During the entire contract performance period, the facilities may be unoccupied and abandoned or partially occupied depending on the scope of work involved. Coordination and cooperation with the using agency and EAFB Project Manager in scheduling operations to minimize conflict and to facilitate government usage is required. Contractor shall coordinate all work as directed by the Contracting Officer.

1.03 TASK ORDER PROPOSALS

A. The Government will provide drawings (if available), hazardous materials surveys and a detailed description of the work to be performed with each Request for Proposal.

B. A mandatory job site walk will be held. The Contractor shall visit the premises and thoroughly familiarize himself with all details of the work and working conditions, to verify all dimensions, quantities, and volume. Any abandoned equipment that is to be removed prior to the start of work shall be identified at the job site walk.

C. METHOD OF WORK MEASUREMENT.

1. The unit prices shall include all engineering calculations, drawings, warranties, material, equipment and labor to obtain the final product in place. This includes but is not limited to material waste to obtain the final product.

2. Calculations for demolition of structures, all or partial shall be based on square foot area of the foundation of the structure to be removed.

a. Multi-story structures shall be measured by the square foot area of the foundation plus the square foot of each level above the foundation.

b. Basements shall be measured by the cubic yards of concrete using the appropriate concrete removal line item.

c. Tall structures (warehouse/storage/workshop) without multi floors with wall heights over 30 feet shall be measured by the square foot area of the foundation times the wall height divided by 10.

d. Foundation demolition including footings shall be calculated in cubic yard under the appropriate concrete removal line item.

e. Unit pricing of demolish structure line items shall include demolition of structures left in place after all hazardous materials have been removed. Other component line items shall not be included as separate items within the footprint of the structure. Structures with less than 1% asbestos containing materials (with point counting to verify <1%) or hazardous materials including but not limited to asbestos and lead allowed to be left in place shall be included in the price (worker protection required).

f. Disposal of non-hazardous demolition waste shall include all equipment, labor, handling, transportation and disposal. Disposal on base (no disposal fees) or off base will be designated by the project manager in the statement of work.

Calculations of waste materials shall be by the cubic yard.

3. Full containment negative air enclosures pricing shall include all layers including but not limited to critical barriers, cleaning barriers, covering of non-removable objects, negative air machines, waste materials, load out area and miscellaneous materials required to obtain the negative air pressure. The calculation shall be based on dimensions of surface area to be covered in square feet. Each layer shall not be calculated separately.

4. Limited Containment Barriers shall be calculated by the surface area to be covered.

This shall be for an area not requiring negative air pressure system. The pricing shall include all critical barriers and poly drop cloths.

5. Decontamination Facility shall include but not limited to equipment room, shower room and clean room. All materials, labor and equipment required to construct a usable facility shall be included in the unit price.

6. Decontamination Area not requiring a facility and detached from a negative air enclosure shall include all equipment and materials required for decontamination of personnel and equipment shall be included in the unit price.

7. Floor tile removal shall be calculated by the area to be removed times the number of layers (if more than one layer) in square feet. Decon and containment are added as extra items.

8. All hazardous materials abatement/removal (including but not limited to asbestos, lead, PCB’s, and materials used for removal/abatement) handling, packaging, loading, manifesting, transportation and disposal shall be included in unit pricing

9. Removal/Return of general office furniture and complex equipment shall be calculated by the square foot of the area.

10. Post removal encapsulant (lockdown) shall be included in hazardous materials abatement/removal unit pricing.

11. Utility disconnect and capping shall include all labor, equipment, and materials for the removal of service for electrical, water, sewer, phone, cable television, and gas back to main line calculated as a lump sum.

12. Coatings on concrete/steel surfaces shall include all surface preparation, patching, primer and coating calculated by the square foot of area being coated. Hazardous material (asbestos/lead) removal/abatement shall be additional if required.

13. A mobilization/demobilization line item is allowed to be used only for remote sites not within Edwards AFB boundaries.

14. Temporary Security fences are to be minimum 6’ high. Calculated as linear foot and shall include all posts and gates. Calculation of the linear foot shall be the minimum amount to enclose the area as required by this specification.

15. Tank cleaning shall include all equipment, labor, handling, transportation, and disposal of waste materials in the line item price calculated by gallon capacity of the tank.

16. Disposal of sludge/residual prior to tank cleaning includes all labor, equipment, materials, packaging, transportation and disposal. This is calculated by the gallon.

17. Utility Removal pricing shall be linear foot per each line removed.

18. Tree Removal pricing shall include removal of stump, all equipment, labor, handling, transportation, and disposal of waste materials at the base landfill.

D. DESCRIPTIONS OF ELIN ITEMS

All materials shall be of commercial and/or industrial quality.

1. Carpentry, General, Materials and Installation

a. Rough Carpentry – Labor and materials for installing 2”x4” wall framing, door framing, windows framing, ect.

b. Sheathing, Wall and Roof – Labor and materials for installing ½” Exterior grade plywood.

c. Finish Carpentry – Labor and materials for installing new trim around doors, baseboards, windows, etc.

d. Cabinetry – Labor and materials to install or reinstall cabinets. New cabinets shall be specified in SOW and priced as non-pre-priced item.

a. Door, Wood, Interior, Hollow Core – Labor and materials (including door and hinges) for installation of hollow core interior door (1 ¾”x36”x80”), paint grade

b. Door, Wood, Interior, Solid Core - Labor and materials (including door and hinges) for installation of hollow core interior door (1 ¾”x 36”x80”), paint grade

c. Door, Wood Interior, 1-Hr Fire Rated - Labor and materials (including door and hinges) for installation of 1-Hr fire rated interior door (1 ¾”x 36”x80”)

d. Door, Wood, Interior, Hollow Core, Prehung – Labor and materials (including frame, door and hinges) for installation of hollow core interior door (1 ¾”x 36”x80”), paint grade

e. Door, Wood, Interior, Solid Core, Prehung - Labor and materials (including frame, door and hinges) for installation of hollow core interior door (1 ¾”x 36”x80”), paint grade

f. Door, Metal, Exterior, Prehung - Labor and materials (including frame, door, closer and hinges) for installation of Metal exterior door (1 ¾”x 36”x80”), primed ready for paint

g. Door, Aluminum, Tinted Glass, Interior - Labor and materials (including frame, door, closer, door handles, lock and hinges) for installation of aluminum interior door tinted glass (1/4” safety glass) dark bronze finish.

h. Door, Aluminum, Tinted Glass, Exterior - Labor and materials (including frame, door, closer, door handles, lock and hinges) for installation of aluminum exterior door, tinted glass (1/4” safety glass), dark bronze finish with panic hardware.

3. Install Ceiling System, Materials and Installation

a. Suspended Ceiling, 2’x4’ Grid – Labor and materials for grid and ceiling tiles. Ceiling panels shall be fissured by Armstrong, USG or equivalent

b. Suspended Ceiling, 2’x2’ Grid – Labor and materials for grid and ceiling tiles. Ceiling panels shall be fissured by Armstrong, USG or equivalent

c. Fixed Ceiling, Tile – Labor and materials for 12”x12” acoustical tiles.

4. Flooring, Interior, Materials and Installation

a. Resilient, Vinyl Composition Tile (VCT) – Labor and materials for VCT flooring. VCT shall be 12”x12”x1/8”, commercial, class 2, by Armstrong, Mannington or equivalent.

b. Resilient, Vinyl Sheet – Labor and materials for installation of vinyl sheet.

Vinyl sheet shall be as specified in SOW.

c. Ceramic Tile - Labor and materials for installation of ceramic tile. Ceramic tile shall be as specified in SOW.

d. Sheet Carpet, Nylon – Labor and materials (including carpet) for installation of 28 oz. commercial grade, severe use, roll carpeting or carpet squares. Jute backing is prohibited. Carpet shall be adhered with adhesive.

e. Base Cove, Rubber/Vinyl – Labor and materials for installation of base cove up to 6” high.

5. Wall Finishes, Interior, Materials and Installation

a. Flexible (Wallpaper, Linen) – Labor and materials for installation of Wallpaper/linens. Wallpaper/linens shall be as specified in SOW.

b. Wood Paneling, Plywood – Labor and materials for installation of wood paneling. Paneling shall be as specified in SOW.

c. Ceramic Tile - Labor and materials for installation of ceramic tile. Ceramic tile shall be as specified in SOW.

6. Storage Tank Cleaning

a. Storage Tank Cleaning POL – Labor, materials, transportation and disposal of petroleum based liquids. Cleaning shall be done according to the Unified Facilities Criteria (UFC) – UFC 3-460-03 Operation and Maintenance: Maintenance of Petroleum Systems.

b. Storage tank Cleaning Water – Labor, materials, transportation and disposal of cleaning water tanks. Cleaning shall be done according to the Unified Facilities Criteria (UFC) – UFC 3-230-02 Operation and Maintenance: Water Supply Systems.

7. Polyurea/Epoxy Coatings on Concrete/Steel Surfaces

a. Clear Floor Sealant – Labor and materials for installation of clear floor sealant. Materials shall be Sherwin-Williams Epoxy Water Emulsion Primer/Sealer 3477 and Standard Primer/Binder 3579 or equivalent, or specified in the SOW for specialized coatings.

1.04 WORKING PARAMETERS

A. The Contractor shall be responsible for the coordination of his work to the building structure, to the work of all trades, Building Facility Manager and EAFB Project Manager.

B. The Contractor shall take all precautions to ensure that no damage to personnel or property either private or public will result from his operations. Any such damages shall be remedied, repaired, or replaced by the Contractor to the satisfaction of the Contracting Officer.

C. The Contractor shall not perform any excavation work until an AF Form 103, Base Civil Engineering Work Clearance Request, a.k.a. digging permit has been submitted by the contractor and processed by the Government.

D. The work area shall be maintained free of debris at the end of each working day.

E. Before commencing work, the Contractor shall also take precautions to protect all surfaces in and around the job site from equipment, materials and debris.

F. Protection of Utility and Communication Lines. Existing utility and communication lines locations shall be coordinated through the appropriate agency as listed. Protection of the lines is vital and all damages shall be repaired at no cost to the government.

G. Contractor vehicles shall be restricted to paved roadways and driveways. Vehicles may not be driven or parked on grass or landscaped areas except when absolutely necessary for the performance of the work and approved in advance by the Contracting Officer. When wheeled or other traffic over the grass area is unavoidable, use plank or plywood protection for the grass area. Grassed or landscaped areas damaged by the Contractor's vehicles or activities shall be restored to their original condition without delay and at no cost to the Government.

H. Parking and Storage Areas are limited on the jobsite, therefore, the Contractor shall keep at the site only equipment and material for immediate use. Arrangements for parking of equipment and vehicle shall be made in advance with the Technical Representative (Project Manager) of the Contracting Officer.

I. Hazardous materials surveys are available in the 412 CE/CENMP Environmental Office. No work shall be performed without the appropriate survey being performed.

1.05 WORKING HOURS

A. Work shall be performed during the hours of 7:00 AM to 4:00 PM Monday through Friday excluding Federal Holidays.

B. Contractor’s performance period shall be stated on each Task Order.

C. Any proposed deviation from these work hours must be approved by the Contracting Officer a minimum of 72 hours in advance. The Contractor shall be charged if government inspectors are required on site to work outside normal work hours as identified in paragraph A.

D. Unless directed by contracting officer, the additional costs associated with night work such as lighting or other safety concerns shall be borne by the contractor.

1.06 LOCATION OF WORK

The sites of work contemplated under these specifications are located at Edwards Air Force Base, California. Edwards AFB also controls remote sites that are not located within its boundaries are included within this specification.
