Q.5 Is the cost of the filters charged as “Over and Above” (CLINs 0003, 1003, 2003, 3003, 4003. 5003), or shall the cost be included in the cost of another line item?

A.5 - Correct, the cost of the filters and filtering media will be charged to (CLINs 0003, 1003, 2003, 3003, 4003. 5003) as a negotiated Over and Above requirement. Appendix B of the PWS provides a historical workload of filter changes and individual flow readings; however utilization spikes or regressions can occur at any time which directly impacts the effectiveness and longevity of the filtering media. Comment by Palen Timothy: Filters are a part of the regular maintenance of the OWS units, we cannot use the Over and Above authority to pay for maintenance that is a part of the day to day maintenance of these units. Isn’t this charged to CLIN 0001?

The cost of the filters shall be charged to CLINs 0001, 1001, 2001, 3001, 4001, 5001 rather than and “Over and Above Charge”. Price should be figured using the historical flow and filter usage for each unit provided in Appendix B of the RFP.
