A.1 PWS Para 1.2 - All OWS shall be cleaned in accordance with manufacturers’ specifications/instructions, commercial/industry standards and environmental regulations to ensure proper operation.

Q.2 How often should preventative maintenance be performed (e.g. monthly)?

A.2 - PWS Para 1.3 - The contractor shall perform all required inspections and maintenance on all OWS. All preventive maintenance shall be in accordance with manufacturers’ specifications/instruction or commercial/industrial standards The contractors PMI plan shall cite manufacturers’ specifications/instruction or commercial/industrial standards, and shall include equipment components to be inspected and maintained, inspection and maintenance techniques (adjustment, lubrication, repair, replacement, inspection, and testing of the OWS and all associated mechanical devices, and safety equipment), inspection and maintenance schedule, and reporting methodology. The contractor's PMI plan shall also include a checklist that incorporates the areas mentioned above. Unit specific information is provided in the PWS. Contractors will have to get with manufacturers to determine the inspection and maintenance requirements or apply commercial/industry standards to develop their PMI Plan

Q.3 There is no line item for preventative maintenance visits, how is preventative maintenance billed?

A.3 - PWS Para 1.3 CLIN 0001

Q.4 During pumping, is it acceptable for all of the oil and solids to be separated and removed and the remaining grey water pumped back into the OWS?

A.4 - Unless approved by base Emergency Management Office, the remaining grey water cannot be pumped back into the OWS unit.

Q.5 Are other related equipment at each site (such as pressure washers) to be maintained and repaired under this contract?

A.5 - No. Other related equipment at the sites, such as pressure washer units, water hydrants and hoses at wash racks, emergency eye wash stations are not to be maintained as part of this contract with the exception of Bldg. 9505. The pressure washer system inclusive of the hose and spray wands at Bldg. 9505 is to be maintained in conjunction with the OWS unit.

Q.6 Could a trailer for contractor supplies be stored on-base?

A.6 - Yes. If required and requested a space will be made available on Contractor’s Row for a trailer to store supplies used in the performance of this contract. Costs to connect all utilities will be the responsibility of the contractor.

Q.7 Who is responsible for an alarm?

A.7 - When the alarm goes off, the facility manager will contact the Civil Engineer Customer Service desk to request service. A work order will be generated and forwarded to the Contract Services Section where the Program Manager will determine if a routine or emergency service call is required. If required, program manager will contact contractor to provide appropriate response. The contractor is required to maintain the alarming system as part of the contract.

Q.8 The collection sump at the 1615 wash rack is comparatively much larger than the other OWS units and also requires a confined space crew along with the accompanying rescue equipment. The Bid Schedule requests 1 single price for all OWS cleaning.

Would it be possible to separate the cleaning for that unit away from the others for better overall pricing?

A.8 - Yes. Please refer to the revised bid schedule (Exhibits A-F) where we identified individual unit pricing for OWS cleaning. In addition, we included the sump size in the workload estimate (PWS Appendix A).

Q.9 Are there any future plans on replacing any of the OWS units?

A.9 - No. There are no plans to replace any of the OWS units during the performance period of this contract.
