Aerospace System’s Technical Research Operation Services (ASTROS)

Description(s): SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR ASTROS

1. Purpose.

This is a sources sought synopsis for the ASTROS follow-on contract to the Research Operation Support Services (ROSS II) contract. This effort will provide on-site support for design, modification, rocket test stand build-up and operation at the Air Force Research Laboratory, Rocket Propulsion Directorate (AFRL/RQ-W), Edwards AFB, CA. The potential NAICS Codes for this acquisition are: 541712 or 541330. As such, this sources sought is posted under both FA9300-15-R-0001 and FA9300-15-R-1001 to ensure the widest dissemination and maximize competition. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the Air Force to identify potential sources. This requirement is planned to be a competitive award.

2. Requirement.

AFRL/RQ-W is conducting market research to provide follow-on flexible, high quality, on-site research, and engineering personnel who:

A. Provide comprehensive program management responsible for overall program coordination and all individual tasks required to satisfy assigned mission on time and at or under agreed budget.

B. Provide appropriate specialized skills in engineering, mechanics, instrumentation and control technicians, machinists, welders and electricians related to rocket propulsion systems.

C. Maintain required configuration management, safety, security, quality, code/regulation/logistics compliance and sustainability levels.

3. Information requested.

The Government requests interested offerors that can fully support this requirement furnish the following information:

A. Company name, address, points of contact, phone numbers and e-mail addresses.

B. Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to research and engineering expertise to include: contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone number. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.

C. Identification of business size and whether currently designated a small business as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement are: 541712, “Research and Development in the Physical, Engineering, and Life Sciences (Except Biotechnology).” The Small Business Size Standard is 1,000 Employees with exception Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts; 541330, “Military and Aerospace Equipment and Military Weapons Engineering Services (Exception A)”. The Small Business Size Standard is $35.5 Million.

D. Any other information deemed useful to the Air Force. Information packages should be limited to no more than 10 pages.

4. Inquiries.

This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
