SECTION I - DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.0 INTRODUCTION
This Performance Work Statement (PWS) describes the operational support required by the Air Force Research Laboratory (AFRL) to perform research and development of rocket propulsion, space systems and their components. The AFRL Propulsion Directorate at Edwards AFB CA is part of the Air Force Materiel Command (AFMC) and conducts research at the Edwards Research Site (ERS). Due to the dynamic nature of research and development, the contract will experience variations in workload. The Contractor shall have sufficient flexibility and depth to accommodate AFRL/RZS requirements in a timely and efficient manner.
1.1 CHANGES IN WORK EMPHASIS
Changes in research emphasis and significant changes in program direction are inevitable with respect to the approved projects. The Contractor shall be responsive to such changes as they are defined in program plans issued as Letters of Technical Direction (LOTDs) under the contract. Therefore, the Contractor shall be responsive to new, revised, or terminated efforts as specified in LOTDs issued hereunder. It will also be necessary for the Contractor to manage one or more tasks from multiple branches in AFRL/RZS concurrently, but all current and future work will be consistent with the requirements described in this document.
1.1.1 Variations in Estimated Full-Time Equivalents (FTEs)
It is contemplated that variations in workload during the contract period will occur resulting in additions and reductions in manpower necessary to support mission requirements. For any contract period (12 month period of performance) involving a cumulative positive or negative net change greater than 5% of the estimated FTEs specified in Appendix C, an equitable adjustment may be negotiated pursuant to the Award Fee clause of this contract.
1.2 OBJECTIVE
The objective of this contract is to provide AFRL with the capability to evaluate, design, construct, reconfigure, and modify experimental research test facilities and systems, perform research and development test operations and test operation support, and maintain special test equipment and support infrastructure as required. The Contractor shall perform all tasks as specified herein to support AFRL and successfully satisfy the requirements and performance objectives of the Research Operations Support Services II (ROSS II) contract.
1.2.1 Provided Support
The Contractor shall provide all personnel with the appropriate knowledge, skills, and abilities to complete the tasks identified in this PWS. The Contractor shall also provide the necessary equipment, tools, materials, supervision and miscellaneous items to provide the support services described in this PWS, with the exception of those items listed in Section II as Government Furnished Property.
1.3 PLACE OF PERFORMANCE
The Contractor shall primarily perform work at the Air Force Research Laboratory (AFRL), Edwards Research Site (ERS), Edwards AFB, CA. Travel to other sites may be required at the direction and expense of AFRL. Work at locations other than AFRL shall be accomplished on a temporary duty basis. For additional information see PWS Section 1.5.1.
1.4 REQUIREMENTS
The tasks associated with these PWS requirements demand specialized knowledge of all aspects of rocket propulsion testing. The scale of testing ranges from small bench-scale liquid engine components and tactical motors to launch booster-class engines and strategic rocket motors. Practical knowledge regarding all intermediate devices including combined cycle designs, spacecraft propulsion, and space and missile propulsion system component testing will also be required. These tasks require a holistic working knowledge of the systems to ensure successful design, buildup and test of integrated advanced propulsion systems and their associated facilities to include but not limited to steam-driven vacuum facilities, facility deluge and fire retardation systems, additional support infrastructure other than real property, and real property as approved by Edwards AFB Civil Engineering during the performance of this contract. The Contractor shall design, build, modify, activate, operate, and deactivate propellant systems for toxic, storable, hypergolic, cryogenic (to include liquid Hydrogen), high pressure, Class 1 explosives, oxidizer (to include liquid Oxygen), and hydrocarbon propellant system assets. In addition, the Contractor shall handle, transport and store these propellants.
1.4.1 Scientific and Engineering Disciplines
In order to accomplish the assigned tasks, the Contractor must have, or possess the capability to obtain in a timely and effective manner, the knowledge, experience and personnel necessary to perform the required services in accordance with this PWS. The knowledge required to fulfill tasks under this PWS may include but is not limited to the following fields:

1.4.2 Experimental Research Facility/System Creation, Evaluation and Modification
The Contractor shall design, construct, reconfigure and modify experimental research facilities and systems. This includes propellant systems (to include high pressure, cryogenic, hypergolic, toxic, and oxidizer systems), vacuum systems (to include both steam-driven and mechanically driven systems), vacuum chambers, industrial and process gas systems, electrical systems, mechanical systems, data acquisition systems, control systems and instrumentation.
1.4.2.1 The Contractor shall review Government-proposed facility/system constructions, reconfigurations and modifications, and recommend approach which would reduce cost, increase efficiency, and/or shorten the schedule for facility/system reconfigurations and modifications as subject to Davis-Bacon Act Wage Determination (DBA WD).
1.4.2.2 The Contractor shall requisition all items required to complete Research & Development (R&D) facility/system construction, reconfiguration and modification projects in accordance with approved designs. The resultant installations and modifications may be completed using procured equipment and/or government-furnished equipment, as specified in the project’s LOTD.
1.4.2.3 The Contractor shall coordinate utilities with Civil Engineering (electricity, water, natural gas, and sewer).
1.4.2.4 As appropriate, the Contractor shall fabricate items necessary for the facility, system, or test article. As appropriate, the Contractor shall precision clean and maintain cleanliness of test facility components, as dictated by the types of fluids used.
1.4.2.5 The Contractor shall develop and maintain complete facility or system design packages and associated drawing packages in accordance with local operating instructions.
These packages must include appropriate disclosure statements and shall be made available to the government upon request.
1.4.2.6 Following the construction, reconfiguration or modification of an experimental facility/system, and prior to the activation of that facility/system, the Contractor shall validate the performance of the facility/system using a government approved plan, and shall demonstrate that the experimental facility/system meets the design requirements. In addition, the Contractor shall create and maintain operating manuals/standard operating procedures for the experimental facility and train both Government and contractor personnel to operate and maintain said facility after construction, reconfiguration or modification is complete.
1.4.2.7 The Contractor shall participate in transition/turnover working groups for constructed, reconfigured or modified systems/facilities and assist in the transition of on-going system/facility operations, maintenance and modification.
1.4.3 Maintain Test Facilities and Support Infrastructure
The Contractor shall perform maintenance on experimental R&D facilities, special test equipment, and support infrastructure, including the gaseous nitrogen cross country line, and other systems. The Contractor shall develop, utilize and maintain maintenance and operating manuals in accordance with AF guidance and regulations. The Contractor shall use configuration controls approved by the COTR. These maintenance, inspection and support activities include but are not limited to:
1.4.3.1 Manage a preventative maintenance program to repair and service facility and support equipment at AFRL ERS, Edwards Air Force Base - Air Force Flight Test Center (Edwards AFB - AFFTC), NASA Dryden, and March Air Reserve Base (ARB). Typical items will include, but are not limited to: environmental systems, small transport haulers, lifting devices and slings, K-bottles and cylinders, portable environmental conditioning units, facility signs, calibration of torque wrenches, pressure gauges, relief valves, flow meters, and other calibrated and/or maintained items.
1.4.3.1.1 Follow AFRL’s Preventative Maintenance Inspection (PMI) program, which complies with Air Force Instruction (AFI) 21-101.
1.4.3.1.2 Follow applicable Technical Orders (TO) when performing maintenance.
1.4.3.2 Repair and modify plumbing, water and drainage systems.
1.4.3.3 Repair and modify electrical systems.
1.4.3.4 Perform minor construction and sustainment, restoration and modernization (SRM) efforts as subject to Davis-Bacon Act Wage Determination (DBA WD). The SRM efforts will be priced when work to be performed is identified and negotiated.
1.4.3.5 Perform inspections and certifications of pressure retaining items and vessels at AFRL ERS, Edwards AFB – AFFTC, NASA Dryden, NAWS China Lake, and March ARB. These inspections and certifications shall be performed by a commissioned inspector of the National Board of Boiler and Pressure Vessel Inspectors.
1.4.3.6 Inspect and certify facilities for safety and compliance with applicable laws and regulations.
1.4.3.7 Manage the component inventory database. This database keeps track of test stand components that are intended for current and future facility modifications and reconfigurations.
1.4.3.8 Manage the ERS drawing archives. These archives house the piping and instrumentation drawings, blueprints and facility configuration drawings for all of the experimental facilities/systems.
1.4.3.9 Operate the AFRL Hazardous Material Pharmacy (a hazardous waste accumulation point) for the removal and disposal of hazardous wastes generated at the ERS.
1.4.3.10 Inspect and repair weather towers as subject to Davis-Bacon Act Wage Determination (DBA WD).
1.4.3.11 Certify lifting devices and cranes.
1.4.3.12 Perform hazardous material abatements.
1.4.3.13 Perform chemical analysis of various samples for contamination and/or particle content.
1.4.3.14 Maintain ERS propellant accounts.
1.4.4 Research and Development Test Operations and Test Operations (RDT&E) Support
The Contractor shall conduct and support test operations.
1.4.4.1 The Contractor shall participate in pretest planning to include development of test plans. The Contractor shall prepare and maintain complete operating procedures for all assigned tasks. The Contractor shall review written test operations procedures and recommend changes to the procedures consistent with the safe and effective operation of the test system, in accordance with AF approved test procedure and test plan formats.
1.4.4.2 The Contractor shall analyze test setups and test equipment and provide modification recommendations to improve performance. The Contractor shall perform Air Force-approved modifications to test systems and equipment, coordinating modifications with the Air Force test facility manager as subject to Davis-Bacon Act Wage Determination (DBA WD).
1.4.4.3 The Contractor shall develop and maintain a complete set of detailed drawings for each test system in conjunction with maintaining a comprehensive test system configuration management program. The Contractor shall use industry best-practice drawing formats approved by the Contracting Officer’s Technical Representative (COTR).
1.4.4.4 The Contractor shall maintain current files of manufacturer's operating and maintenance instructions for each facility and piece of test equipment. The Contractor shall use configuration control approved by the COTR.
1.4.4.5 The Contractor shall accomplish functional operation and calibration of modified test systems and periodic calibration of existing test systems to ensure the test conditions, as set, are accurate and in accordance with the test plan. The Contractor shall maintain an archive of test system component calibration data including any raw data tapes, data reduction programs, reduced data, project engineer notebooks, and published technical reports. The Contractor shall use formats approved by the COTR.
1.4.4.6 The Contractor shall maintain an archive of test data including: raw data tapes, data reduction programs, reduced data, project engineer notebooks, and published technical reports. The Contractor shall use formats approved by the COTR.
1.4.4.7 The Contractor shall identify required propellants, fuels, oils, gases, and chemicals to be furnished by the government and the required availability for project support. The Contractor shall submit the requirements to AFRL for compilation in the semi-annual propellant forecast. The format for this is AF Form 858.
1.4.4.8 The Contractor shall receive and take physical custody of the test articles and support equipment until test execution. Additionally, the Contractor shall document, maintain and inspect the test articles and support equipment. The Contractor shall prepare and install test articles in test systems. The Contractor shall functionally install and check test articles and associated equipment in accordance with maintenance and installation procedures as specified in applicable testing LOTDs.
1.4.4.9 The Contractor shall perform maintenance of the test system components and test articles. The Contractor shall maintain test articles and systems in accordance with maintenance documentation. The Contractor shall perform pre- and post-operational inspections of the test systems and test articles in accordance with approved test procedure/checklists.
1.4.4.10 The Contractor shall requisition special test materials, services, and other specialized test equipment in accordance with the Contractor’s approved purchasing system. The Contractor shall design, fabricate or modify, and install specialized hardware to adapt test systems to specific test articles or to provide additional capabilities required by specific projects as subject to Davis-Bacon Act Wage Determination (DBA WD).
1.4.4.11 The Contractor shall collect samples of gases, propellants, hydraulic fluids, etc and analyze, as required in LOTDs.
1.4.4.12 The Contractor shall support test facility and test article requirements. The Contractor shall support modifications to test articles, the test facility and the test article/facility interface to accommodate varying test objectives as subject to Davis-Bacon Act Wage Determination (DBA WD). The Contractor shall use configuration control approved by the COTR.
1.4.4.13 The Contractor shall prepare and maintain stations in each active control room that is to be designated for sponsor and user personnel during test operations.
1.4.4.14 The Contractor shall prepare and maintain test operating reports for all experimental operations. The Contractor shall prepare a chronological list of events including: start and stop times, test objectives accomplished and unusual occurrences or findings. The Contractor shall document test conditions in terms of desired versus actual, and reasons for deviations from desired test conditions. The Contractor shall document problems encountered during test operations, as well as the causes and solutions. The Contractor shall submit a test operations report (contractor format acceptable) for approval by the COTR.
1.4.4.15 The Contractor shall collect, reduce, and validate test data. The Contractor shall perform data analysis to determine facility and test article performance.
1.4.4.16 The Contractor shall remove test articles from test systems at test program completion. The Contractor shall prepare and pack the user/sponsor-provided test hardware for shipment. The Contractor shall restore test systems to a standard configuration or to the configuration required for subsequent tests as subject to Davis-Bacon Act Wage Determination (DBA WD).
1.4.5 Educational Partnership Agreement Support
The contractor shall renovate and modernize science labs and classrooms of educational institutions with which the DoD has Educational Partnership agreements (EPAs). This will include the design, purchase and build of laboratory facilities including electronics, hardware, software, lab benches, cabinets, desks, chairs, hoods, gas line plumbing, flooring, STEM teaching aids, laboratory equipment and kits, and reproduction/replications/presentation devices as subject to Davis-Bacon Act Wage Determination (DBA WD). This supports the DoD mandate to allow program dollars to be used for Science, Technology, Education and Mathematics (STEM) Educational Outreach efforts with public and private educational institutions.
1.4.6 General support
In support of general ERS operations the Contractor shall:
1.4.6.1 Provide complete pre-program documentation including cost estimation and proposals for potential programs, program schedules and procedures.
1.4.6.2 Update and maintain AFRL Capability Brochure database. This database is used to showcase the capabilities of AFRL’s test facilities.
1.4.6.3 Operate the Site Operations Control Center (SOCC) desk at the ERS safety office. The SOCC is the focal point for AFRL experimental operations and routine/emergency information processing and dissemination. The offeror shall provide qualified technician(s) to operate the SOCC. Responsibilities include: monitor and coordinate lab test operations, notify Downfall and Air Space of impending test operations, maintain the visual information system, operate the command center during a lab emergency, coordinate with EMT’s, operate public address system, monitor weather system, coordinate advisories and weather warnings.
The hours of operation for the SOCC are 0700-1630, Monday through Friday, except Government holidays. Overtime shall be required up to 300 hours per year.
1.4.6.3.1 The Contractor shall coordinate all test operations within AFRL and with AFFTC agencies as necessary.
1.4.6.3.2 The Contractor shall schedule test support, such as airspace clearance, fire department, medical, etc., as required.
1.4.6.3.3 The Contractor shall operate the AFRL automated weather system, the AFRL Aural Alert System (lab-wide public address system), and the Nextel 2-way communication system to ensure the lab-wide dissemination of time-critical emergency response and contingency information. The Contractor shall also operate the video information system, the AFRL Marquee, and the Safety, Health and Environmental Access Database to ensure the efficient tracking and dissemination of safety-related information.
1.4.6.3.4 The Contractor shall coordinate the command and control center for emergency response activities. This coordination will entail the timely and accurate notification of proper command authorities based on the level of crisis. See PWS Section 1.13.
1.4.6.3.5 The Contractor shall participate in Unit Command Center (UCC) and Unit Compliance Inspection (UCI) exercises. This participation may entail Contractor work hours outside of ERS typical working hours and may entail emergency periods where multiple SOCC personnel are required. During a typical Government Fiscal Year (FY) an estimated 440 hours of overtime and 160 hours of concurrent SOCC operators will be required. See PWS Section 1.13.
1.4.6.3.6 The Contractor shall perform Environmental Safety and Occupational Health (ESOH) inspections.
1.4.6.3.7 The Contractor shall maintain ESOH documentation.
1.4.6.3.8 The Contractor shall operate and maintain munitions/energetic/propellants facilities/inventory.
1.5 LETTERS OF TECHNICAL DIRECTION
1.5.1 Initial Letter of Technical Direction (ILOTD)
1.5.1.1. All new work to be performed at AFRL, or other facilities, as required, under this contract will be requested by an Initial Letter of Technical Direction (ILOTD), and authorized and controlled by issuance and approval of the LOTD by the Contracting Officer (CO). The contractor shall provide support necessary to successfully satisfy the requirements and performance objectives for each LOTD developed and executed.
1.5.1.2. The Integrated Product Team (IPT) composed of the requiring activity and the contractor may be used to determine the work effort in order to prepare the ILOTD for the Government Program Manager (GPM) who will make an initial determination whether the work is within scope of the contact. The task plan and scope determination will then be provided to the CO.
At a minimum, each ILOTD will contain the following information:
1.5.1.2.1. Objective of the effort

1.5.1.2.9. Terms of inspection and acceptance
1.5.1.2.10. An Independent Government Estimate (IGE) will be provided to the CO at the same time as the ILOTD.
1.5.2 LOTD Response (LOTDR)
1.5.2.1 Upon final determination by the CO that the task is within scope, the ILOTD will be forwarded to the contractor. The contractor will have 14 calendar days after notification, or other time agreed upon between the CO and the contractor, to prepare the LOTDR in response to the ILOTD and then submit electronically via email or FAX, the LOTDR to the CO.
1.5.2.2 At a minimum, the contractor shall provide the following information in the LOTDR:
1.5.2.2.1 A detailed description of the technical approach including the detailed step-by-step procedures and methodologies which will be used in accomplishing each task.
1.5.2.2.2 A detailed non-proprietary work plan for implementation.
1.5.2.2.3 A product/solution describing the expected deliverable(s) and/or results of the task(s)
1.5.2.2.4 Estimated man-hours by labor category with labor rates and extended costs which correspond to the Contract Line Item Numbers (CLINs). Ensure Davis-Bacon estimate is separately identified.
1.5.2.2.5 Material costs with any material handling rates/overheads applied and any other direct costs (ODCs).
1.5.2.2.6 Basis of Estimates (BOEs) for proposed skill mix, labor hours, materials and travel.
1.5.2.2.7 Estimated total cost to perform the effort at the level of the PWS requirement in the LOTDR and include the necessary documentation to support estimated costs.
1.5.2.3 Upon receipt of the LOTDR, a technical evaluation will be conducted to ensure the proposed technical approach and cost elements are acceptable and that adequate funding is available for the proposed LOTDR. If the LOTDR is acceptable, it will be processed for signature by the requesting activity, GPM, contractor, and approved by the CO. The LOTDR, when reviewed, signed, determined fair and reasonable and issued by the CO constitutes the LOTD. This LOTD authorizes the contractor to proceed and incur cost. Unless a specific future date is stated as the beginning date for task performance, the issuance date of the LOTD shall be the effective date.
1.5.2.2.4 Revisions to an LOTD may be initiated by the Government or the contractor. If the contractor initiates a revision to an LOTD, the contractor shall submit their request for an LOTD revision to the CO for review and approval. The CO will forward the contractor’s request for a revision to the COTR who will then determine if the requirement is valid. If the Government determines the revision to be a valid requirement, the COTR will follow the process as stated in paragraphs 1.5.1 and 1.5.2 above, except that the Government will initiate an LOTD revision instead of an ILOTD. Work associated with changes or revisions to LOTDs are not authorized until approved and issued by the Contracting Officer.
1.5.2.2.5 If the LOTDR is unacceptable or the costs are determined to be unreasonable, the Government will provide the contractor with written or oral comments identifying problem area(s) and/or negotiate reasonable costs. The contractor shall then revise and resubmit the LOTDR. Revisions and submissions will be required until the LOTDR is acceptable and the price has been determined fair and reasonable, or the requirement is withdrawn.
1.5.2.2.6 The contractor shall manage to the LOTD and will be evaluated by the Government according to the Award Fee Performance Plan.
1.5.3 Unforeseen Work
1.5.3.1 Unforeseen work means work discovered during the course of performing a task for overhaul, maintenance, or repair efforts that is within the general scope of the contract; not covered by the line items for the basic work under the applicable LOTD; and necessary in order to satisfactorily complete the original task. Upon discovery of unforeseen work, the Contractor shall prepare and furnish to the Government a work request in accordance with the agreed-to procedures.
1.5.3.2 The Contractor and the Contracting Officer shall mutually agree to procedures for Government administration and Contractor performance work requests for unforeseen work.
If the parties cannot agree upon the procedures, the Contracting Officer has the unilateral right to direct the contractor to resolve the unforeseen work. The procedures that shall be followed, as a minimum, cover:
1.5.3.2.1 The format, content, and submission of work requests by the Contractor. Work requests shall contain data on the type of discrepancy disclosed, the specific location of the discrepancy, and the estimated labor hours and material required to correct the discrepancy.
Data shall be sufficient to satisfy contract requirements and obtain the authorization of the Contracting Officer to perform the proposed work;
1.5.3.2.2 Government review, verification, and authorization of the work; and
1.5.3.2.3 Proposal pricing, submission, negotiation, and definitization.
1.5.3.3 Upon receipt of an unforeseen work request, the Government will:
1.5.3.3.1 Promptly review the work request;
1.5.3.3.2 Verify that the proposed work is required and not covered under the applicable
LOTD;
1.5.3.3.3 Verify that the proposed corrective action is appropriate; and
1.5.3.3.4 Authorize the work as necessary.
1.5.3.4 Negotiations on proposed the work should be completed prior to commencement of work, but in no case later than the time when 40 percent of the work is completed.
1.5.3.5 Failure to agree on the price of the unforeseen work shall be a dispute within the meaning of the Disputes clause of this contract.
1.5.4 Transition Period
The first 30 calendar days after the award of the contract shall be a transition period. The successful offeror shall use this transition period to establish their offices and organization.
1.5.4.1 During the Transition period, the incumbent shall be fully responsible for scope of work of this contract.
1.5.4.2 During transition, the following support activities shall include, but not be limited to:
1.5.4.2.1 Establish initial submission of LOTDs.
1.5.4.2.2 Conducting indoctrination/orientation for new contractor personnel.
1.5.4.2.3 Providing training to contractor personnel on specific applications unique to ROSS.
1.5.4.2.4 Effecting the transfer of Government furnished property.
1.5.4.2.5 Establishing subcontractor arrangements.
1.5.4.2.6 Eliciting and exchanging program-related corporate knowledge with incumbent.
1.5.4.2.7 Establish Memorandum of Agreements (MOAs) and nondisclosure agreements as required with incumbent contractors supporting AFRL.
1.5.4.2.8 Observing projects and events in process.
1.5.4.2.9 Developing administrative and operating processes in coordination with AFRL.
1.5.4.3 The government reserves the right to conduct site visits in all Contractor occupied facilities in conjunction with the solicitation of offers for the follow-on contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent Contractor shall cooperate to the extent required to permit an orderly change over to the successful Contractor.
With regard to the successor Contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.
1.6 CONTRACT MANAGEMENT
The Contractor shall designate and locate on-site at ERS a full-time corporate official whose responsibility is to make and implement all decisions regarding the performance of this contract. This official or their designated alternate shall have independent authority for all contract matters and provide for: Performance management, Business management, Process management and Program management. The dedicated contract manager or alternate shall be on site and available during normal duty hours. Contractor employees shall provide support at multiple locations throughout ERS and shall be exclusively under the supervision and control of the Contractor’s management.
1.6.1 Management Information System (MIS)
In the performance of this contract, the Contractor shall utilize a MIS capable of accepting multiple packages of funds, planning, scheduling, and collecting costs for multiple packages of unique work, providing status, and invoicing the Government in accordance with specified requirements.
1.6.1.1 The Contractor shall utilize their MIS to establish LOTD baselines, track cost and schedule adherence at the contract and task levels (by CLIN and LOTD), and report status to the Government on a monthly basis.
1.6.1.2 The MIS shall enable the Contractor to focus management attention on potential problem areas and assess the results of corrective action. The MIS shall provide useful data necessary to identify, track, and manage task costs, budgets, and invoices.
1.6.1.3 The Government shall be given access to the MIS to obtain current performance, program and financial status.
1.6.2 Performance Management
1.6.2.1 Quality Assurance (QA)
The Contractor shall establish, implement, and maintain a quality control process in accordance with industry standards and be fully responsible for the management and supervision of Contractor employees and employees’ work product.
1.6.2.2 QA Overview
The Contractor shall provide a systematic, functionally independent quality control process that is planned, developed, and implemented to assure quality performance for all requirements of this effort. Unless otherwise specifically provided in this contract, the quality of all services rendered hereunder shall conform to the highest standards in the relevant profession, trade or field of endeavor. All services shall be rendered or supervised directly by individuals fully qualified in the relevant profession, trade or field, and holding any licenses required by law.
1.6.2.3 QA Function
The Contractor shall provide a quality control process which detects, prevents, and reports all non-conformances (actual and potential defects, system inconsistencies, and trends which could result in unsatisfactory test results, test component failures, or inefficient test services).
The Contractor shall document all non-conformances and corrective actions to address the non-conformances.
1.6.2.4 Quality Control Plan (QCP)
Within thirty days of contract award, the Contractor shall submit a quality control plan (QCP) to the Contracting Officer for review and comment. The QCP shall identify the procedures that the Contractor shall implement to ensure the successful completion of tasks to be identified in the Performance Work Statements (PWS) of LOTDs to be issued hereunder. The CO will provide any pertinent comments and/or questions within 10 days of receipt of the Contractor’s QCP. Within thirty days of receipt of the CO’s comments, the Contractor shall provide a finalized QCP to the CO. The Contractor shall implement and modify, as necessary, the procedures specified within the QCP to ensure the provision of services that produce the desired outcomes and result in performance of work within required standards.
At a minimum, the Contractor’s QCP should address:
1.6.2.4.1 Procedures to be implemented to ensure successful completion of tasks identified within the PWS.
1.6.2.4.2 Procedures to be implemented to ensure that deliverables, meeting contractual requirements, are provided in a timely manner.
1.6.2.4.3 Procedures to be implemented to ensure that LOTDs are completed in a cost efficient manner.
1.6.2.4.4 Procedures to be implemented to ensure that the Contractor’s work force and labor/skill mix are effectively managed to ensure that tasks are completed in an efficient and effective manner.
1.6.2.4.5 Procedures to be implemented to ensure the tracking of labor hours and funds expended in the correction or replacement of work that has not met contract requirements.
1.6.3 Program Management
The Contractor shall plan, organize, coordinate, direct, and control the effort required to meet the PWS objective. The Contractor shall track cost, schedule, management, and technical aspects of the work performed under this contract in accordance with the individual LOTDs.
See Contract Section J, Exhibit A, CDRL A002.
1.6.3.1 Monthly Reviews
The Government will schedule monthly Program Management Reviews (PMRs) to be held at AFRL and the Contractor shall conduct the reviews and provide a briefing that addresses the performance of the Contractor for the past month, the plans for the next month and issues that would improve the ability of the team to improve performance. The briefing should cover the total contract and does not eliminate the need for individual program plan reviews where specified in an LOTD. Performance, quality, schedules, resources, cost data, timeliness, vacancies, and improvements shall be discussed. The Contractor shall review problem areas, recommend corrective action, and include status of efforts to resolve problems. The purpose of this process is to ensure that a channel of communications is available to both parties to optimize contract outputs. Presentation materials shall be made available to the Air Force (AF) as requested.
1.6.3.1.1 The Contractor shall report their adherence to Award-Fee Performance Plan, Standards of Performance for each Areas of Consideration (See Section J, Attachment 6, Annex 4) monthly in sufficient detail to enable the Award Fee Review Board to evaluate the Contractor’s performance.
1.6.3.2 Periodic Reviews
The Contractor shall support periodic reviews at AFRL to provide status of the progress in accomplishing the requirements. Presentation materials shall be made available to the AF as requested.
1.6.3.3 Technical Interchange Meetings
The Contractor shall participate in technical interchange meetings as required.
1.6.3.4 Configuration Accounting
The Contractor shall establish and maintain test article and test system configuration status accounting throughout the life cycle of each test program. The Contractor shall document and inspect the test system and the test article. The Contractor shall identify any discrepancies; all uncorrected discrepancies must be addressed by government management for a decision to “correct" or "use as is." The Contractor shall verify all decisions regarding discrepancies have been made and document the solution prior to initiation of test.
1.6.3.5 Use of Government Vehicles
In the course of providing support, the Contractor may be required to operate Government vehicles. This is primarily intended to allow Contractor employees to operate specialty equipment necessary to conduct research in AFRL/RZS facilities. All such vehicle operations shall be in accordance with AFI 24-301. Contractor employees shall possess a state driver’s license and a government operator’s license, as necessary, prior to the operation of any government vehicle. The Contractor shall be responsible for repair costs which are caused by accidental damage, vehicle abuse or other damage beyond fair wear and tear.
1.6.3.6 Contractor Employees
The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and in AFRL and Edwards AFB Regulations concerning conduct of employees referenced herein.
1.6.3.6.1 The Contractor shall not employ any person for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
1.6.4 Financial Management
1.6.4.1 Management Information System (MIS)

1.6.4.2.1 The COR will provide the Contractor with an allocation distribution spreadsheet that reflects the LOTD, FY of funds, ACRN, and the amount on each CLIN. See example below.

1.6.4.3 Financial Management System
The Contractor shall maintain an efficient integrated financial system that shall provide data on a Governmental appropriated basis for cost accounting, cost estimating, customer billing, analysis and reporting and track vouchering. The Contractor shall provide an Excel spreadsheet by voucher number to the AFRL Financial Branch when vouchers are submitted in Wide Area Workflow (WAWF). The spreadsheet should minimally reflect the expenses on the voucher by LOTD, ACRN, and CLIN. A sample of what the Contractor should provide is as follows:

1.6.4.3.1 Account for costs consistently with the basis used in estimating program requirements and have the capability to identify and allocate all overhead and indirect cost to specific LOTDs. Maintain financial data by specific government fiscal year.
1.6.4.4 Cost Distribution
The Contractor shall invoice per the approved LOTD.
1.6.4.5 Cost Reporting
Cost/invoices shall be submitted at least twice a month, either weekly, or at the middle and end of the month. Strict observation of AF program funding year costs are essential. The Contractor, including its subcontractors shall ensure all incurred costs are captured within the specific accounting cycle.
1.6.4.6 Standard Rate Validation
The Contractor shall provide, as required, cost accounting data to construct and validate the AFRL standard direct, indirect, and O/H rates.
1.6.4.7 Special Reports
The Contractor shall provide accurate and timely special financial/cost reports in support of COR or Financial Management Branch data requests.
1.6.5 Organizational Conflict of Interest
Within 30 days after contract award, the successful offeror shall submit for government approval a finalized comprehensive Organizational Conflicts of Interest Mitigation Plan. This comprehensive plan shall thoroughly analyze all organizational conflicts of interest that might arise because the Contractor has access to other companies’ sensitive information, and shall establish specific methods to control, mitigate, or eliminate all problems identified. The Contracting Officer, with advice from legal counsel, shall review the plan for completeness and identify to the contractor substantive weaknesses and omissions for necessary correction.
Once the Contractor has corrected the substantive weaknesses and omissions, the approved plan shall be incorporated into the contract as a compliance document.
1.7 SECURITY
The Contractor shall not divulge any information about Government files or any sensitive information to anyone not authorized access to such information. The Contractor shall be required to sign a Non-Disclosure Agreement. The Contractor shall maintain a database of personnel with active security clearances and initiate periodic background updates as required.
The Contractor shall establish, implement, and maintain a security program in accordance with the Contract Security Classification Specification, DD Form 254 (See Contract Section J, Attachment 4). The nature of the contract requires Contractor personnel to possess a high degree of security awareness.
1.7.1 Identification Badges
All Contractor personnel shall be required to wear company picture identification badges to distinguish themselves from Air Force (organic) employees. When conversing with Government personnel during business meetings, over the telephone or via electronic mail, the Contractor personnel shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Electronic mail signature blocks shall identify their company affiliation. Where practicable, the Contractor personnel occupying collocated space with their Government program customer should identify their workspace area with their name and company affiliation.
1.7.2 Foreign Disclosure
The Contractor must comply with United States laws and regulations concerning export of defense articles, defense services, and technical data, including the International Traffic in Arms Regulation (ITAR), 22 CFR 120-130. The Contractor shall notify the Contracting Officer prior to engaging in direct discussions with foreign nationals or engaging in other actions which would constitute an export as described in the ITAR.
1.7.3 Outprocessing Procedures
Government-issued badges, identification cards, passes, vehicle registration media, and admittance controls are U.S. Government property, and as such, are to be accounted for, protected and returned to the Government at the end of the contract period of performance or at any other time as required by the COTR. When a Contractor employee leaves the company, or ceases working on this contract or at ERS, the employee shall clear all computer systems to which they have access, turn in all keys or other admittance hardware, and perform "outprocessing" procedures with the COTR. This responsibility extends to any subcontractors.
1.8 SAFETY, HEALTH AND ENVIRONMENTAL PROTECTION
1.8.1 General
The Contractor shall establish, implement, and maintain a safety, health, and environmental protection program. The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in the agency, organizational, or facility environmental management system (EMS) applicable for this contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.
1.8.1.1 In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract.
1.8.1.2 Upon contract award, the Contracting Officer's Representative will notify the facility-level Environmental Management System Coordinator to arrange EMS training for appropriate staff. The Contractor shall submit to the Contracting Officer’s Representative (first month of calendar year), a list of employees that have received the EMS Awareness Training, updated annually. The Contracting Officer’s Representative will forward that list to the EMS Coordinator.
1.8.2 Voluntary Protection Program (VPP)
In accordance with Department of Defense direction, the Air Force, Air Force Material Command, Air Force Research Laboratory and the ERS will pursue the Occupational Safety and Health Administration’s (OSHA) VPP. The Contractor shall be required to uphold the same standards and perform the same safety functions as their government counterparts. This will ensure the safety of both the Government and Contractor workforce. The Contractor shall comply with VPP under this contract as an “applicable contractor”.
1.8.2.1 Applicable contractors are those whose employees work more than 1000 hours per quarter on a government installation.
1.8.2.2 ERS is in the process of pursuing VPP recognition or has already been recognized under the OSHA Voluntary Protection Program (VPP). VPP impacts all “applicable contractors” operating on Air Force Installations. It is the Contractor’s responsibility to ensure employees, managers, and subcontractors comprehensively understand VPP and fully comply with OSHA requirements. Contractors (to include applicable subcontractors), whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of the VPP site.
